CP Specialist – Gulf of Mexico Projects

What is the role

This posting is for a Contracting and Procurement (CP) Specialist supporting Shell’s Deepwater Gulf of Mexico Brownfield Projects, which is a portfolio of capital projects spanning all phases of the capital development process.

The CP Specialist – Gulf of Mexico Projects is responsible for managing the execution of the complete Category Management & Contracting Process which includes aligning with business drivers, assessing demand and supply, external market analysis, contract strategy/tactics development, sourcing/award of contracts, and post-award contract management activities. Additionally, the CP Specialist will manage Supplier Performance throughout the duration of contract execution. The candidate should be capable of maintaining excellent, proactive stakeholder communications, be completely integrated into the working teams, and be able to quickly adapt to change as part of delivering capital projects in a dynamic external environment.

The candidate is required to manage multiple competing priorities across a portfolio of projects and develop high quality deliverables that accurately and effectively support the needs of the business and project teams to deliver competitive and affordable capital projects.

Other accountabilities:

You will develop commercially competitive Sourcing Strategies and Tactics that meet the business value drivers, while considering external market capability and potential implementation of Global Strategies at the local/regional level.

Acts competently as internal Subject Matter Expert for commercial and CP delivery of Deepwater Projects.

Also, you will demonstrate end-to-end capital project delivery competence, using commercial judgement, common sense and a simplification mindset.

Identify, develop, & implement Supply Chain value creation opportunities, leveraging specific focus on external markets and standardization across entire value chain.

Conduct tenders, evaluate bids, & drive negotiations with third parties in accordance with Shell’s internal work process and Code of Conduct.

Lead Post Award Contract Management, contractor performance management, all assurance activities and protect intended value after contract signature

Effectively manage contract claims and variations to achieve the best commercial outcome for the project team.

Ensure the contract strategies and Contract Management support Goal Zero Safety targets, and alignment to Shell’s personal and process safety Goal Zero focus areas.

Proactively identify & understand commercial/contractual/procurement needs from internal stakeholders and collaboratively propose competitive solutions. This may involve constructively challenging the business demand and/or CP practices to drive value and efficiency for the organization.

Brings external market/supplier views and benchmarks into conversation and provide commercial challenge and guidance into projects.

Develop and manage external partner and supplier relationships effectively and collaboratively drive continuous performance improvement.

Ensure strong integration across the wider Shell organization.

Provides support and guidance to CP and Project team members to ensure delivery of high-quality results.

Working knowledge of ERP system (SAP)

Requirements

What we need from you

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

Candidate must have at least three (3) years of experience in Supply Chain, gained through capital projects, operations, or excellence roles in Contracting & Procurement/Supply Chain Management.

Bachelor’s degree in business, supply chain or other relevant fields is required.

Experience in influencing key stakeholders on driving change in business practice for better end-to-end supply chain outcomes.

Basic understanding of capital projects and/or how an operating unit delivers value and therefore the impact of decisions made in design phases, preferable.

Experience delivering or managing the procurement process through a third-party Engineering & Procurement supplier, preferred.

Experience with Global SAP materials management module and plant maintenance modules, preferable.
