Typical work assignments will include:

-Review requisitions and determine appropriate method of procurement; contract type; formal advertising; or other means adhering to appropriate policy, procedures, and processes.
-Evaluate proposals, unsolicited proposals, and other bid documents.
-Perform cost analysis and other evaluation actions to determine value of lowest bid in award decisions.
-Draft final contract documents, including specifications, packing and shipping requirements, inspection instruction, and all other special and standard contract clauses.
-Ensure delivery of requirements and receipt of invoices for payment and closeout of received services and supplies.
-Prepare recommendations for award documenting reasons for decisions including justifying basis for not recommending the lowest bidder.
-Prepare Statements of Work (SOW) or Statements of Objectives (SOO), and other documents necessary to insure all appropriate specifications are clear prior to a formal solicitation process.
-Prepare a variety of reports concerning the status of funds, expenses, and obligations.
-Provide purchasing support to USAO staff by acquiring supplies and services to meet the needs of the USAO.
-Provide administrative support in the areas of contracting, purchasing, and budget.

Responsibilities will increase and assignments will become more complex as your training and experience progress.,qualifications:To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications.

BASIC REQUIREMENTS:
A 4 year course of study leading to a bachelor's degree with a major in any field. -OR- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -OR- You occupy and/or have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5 through GS-12.

MINIMUM QUALIFICATIONS:
GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: You must have at least one full year of specialized experience equivalent to the GS-07 level in Federal service. Specialized experience is defined as reviewing requisitions and determining appropriate method of procurement; purchasing supplies/services/construction as a purchasing agent, preparing contract solicitation and award documentation; preparing contract documents that include specifications, packing and shipping requirements, inspection instruction and contract clauses.

Education: Have one of the following types of education: A Master's Degree or equivalent graduate degree such as an LL.B. or J.D. in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 2 full academic years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Have a combination of education and experience as described in A & B above. Only graduate education in excess of 1 full year is creditable. To calculate your percentage of education, first determine the total number of hours that exceed 18 semester hours or your school's definition of one full year of study. Then divide the total number of your excess semester hours by 18 or your school's definition of one year of study. To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: You must have at least one full year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience is defined as experience in preparing statements of work or statements of objectives, and other documents necessary prior to a formal solicitation process; preparing a variety of reports concerning the status of funds, expenses, and obligations; drafting final contract documents to include specifications of bids and proposals; interpreting procurement policies and procedures; participating in the preparation of contract modifications, cost analysis, and acquiring services and supplies.

Education: Have one of the following types of education: A Ph.D. or equivalent Doctoral Degree. in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 3 full academic years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Have a combination of education and experience as described in A & B above. If selected, you will receive formal and/or on-the-job training as needed. You must be able to attain and retain at least a Level 1 (One) Federal Acquisition Certification in Contracting (FAC-C) as a Federal contracting professional. FAC-C has specific training requirements with some courses online and in the classroom. To maintain a FAC-C, contract professionals are required to meet a continuous training requirement.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
