BASIC FUNCTION: Under the direction of the Superintendent, perform a variety of technical duties in support of human resources operations and activities; participate in the recruitment, screening and processing of new personnel; provide information and assistance to employees, job applicants and the general public regarding personnel functions, policies and procedures; prepare and maintain a variety of manual and automated personnel files, records and reports. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Perform a variety of technical duties in support of human resources operations and activities; resolve personnel-related issues and concerns with discretion and confidentiality. Participate in the recruitment, screening and processing of new personnel according to established procedures; collect and process various employment forms and applications; arrange and follow-up for clearance on fingerprints; screen applications for minimum requirements including physicals; administer and assure proper testing of applicants. Coordinate and schedule interviews; prepare interview packets; arrange for interview panels as assigned; notify candidates of testing and interviewing activities. Maintain certificated credentialing contracts; place certificated employees on the salary schedule; monitor teacher units and credential expiration dates; assure compliance with California teaching credential requirements. Input a variety of employee information and other personnel data into an assigned computer system; maintain automated employee records and files; generate a variety of computerized lists and reports. Prepare and distribute announcements for job openings; place advertisements in appropriate media. Provide orientation to new employees. Operate a variety of office equipment including a calculator, copier, fax machine, typewriter computer and assigned software. Compose a variety of correspondence including inter-office communications, lists, notices, forms, letters, memoranda and other materials; maintain and distribute the personnel directory. Perform variety of clerical duties related to assigned activities such as answering phones, verifying employment, greeting visitors and duplicating materials as assigned. Assure the proper and timely completion of evaluations for certificated and classified management employees. Attend meetings related to assigned human resources activities. OTHER DUTIES: Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: o Human resources office functions, practices and procedures. o Practices and procedures related to classified and certificated personnel. o Applicable laws, codes, regulations, policies and procedures. o Operations, policies and objectives relating to human resources activities. o Record-keeping and report preparation techniques. o Correct English usage, grammar, spelling, punctuation and vocabulary. o Telephone techniques and etiquette. o Modern office procedures and record-keeping techniques. o Oral and written communication skills. o Operation of a computer and assigned software. o Mathematical computations. ABILITY TO: o Perform a variety of technical duties in support of human resources operations and activities. o Participate in the recruitment, screening and processing of new personnel. o Provide information and assistance to employees, job applicants and the general public regarding personnel functions, policies and procedures. o Prepare and maintain a variety of manual and automated personnel files, records and reports. o Prepare announcements for job openings and place advertisements. o Distribute, screen and process employment applications and other personnel-related documents. Maintain confidentiality of sensitive and privileged information. o Compose correspondence and written materials independently. o Type or input data at an acceptable rate of speed. o Understand and follow oral and written instructions. o Operate a variety of office equipment including a computer and assigned software. o Communicate effectively both orally and in writing. o Meet schedules and time lines. o Complete work with many interruptions. o Make mathematical computations with speed and accuracy. EDUCATION & EXPERIENCE: Any combination equivalent to: graduation from high school supplemented by college level course work in human resources or related field and three years increasingly responsible human resources experience.
