The primary responsibility of the Loan Officer/Relationship Manager is to analyze complex short term working capital transactions, ensure compliance with EXIM's policies, standards and reasonable assurance of repayment, and recommend actions for approval, partial approval or decline action.

At the full performance level, duties include, but are not limited to:

\tAs a relationship manager, underwrites working capital guarantee transactions by evaluating the borrower's financial condition and capacity to repay debt based on historical financial information and/or projected financial information and projected cash flows in conjunction with current industry and market conditions.
\tEvaluates the ability of the export to perform under the terms of the contract and/or a project's viability.
\tNegotiates necessary guarantees, risk-sharing arrangements, or credit enhancements with participants and coordinates with other Bank divisions.
\tMonitors and maintains portfolio of Delegated Authority Lenders and serves as the main point of contact.
\tMonitors transaction developments, participates in restructuring financing or other agreements or settlements and recommends adjustments to terms and conditions.
\tPrepares briefings and presentations on controversial and relevant cases and status of impaired assets.
\tResearches information and prepares responses to Congressional inquiries and other external parties related to issues pertaining to transactions.
\tProvides assistance, guidance, training and leadership to junior loan specialist.
,qualifications:Basic Requirements:

A. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

B. Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes:

\tExperience conducting financial statement analysis for commercial and industrial (\C&I\) loans to provide risk assessment on companies' creditworthiness
\tKnowledge of and/or experience in export finance products such as loans, guarantees, or working capital
\tExperience in intermediate accounting work to make informed decisions on the job

GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes:

\tExperience conducting financial statement analysis for commercial and industrial (\C&I\) loans to provide risk assessment on companies' creditworthiness
\tKnowledge of and/or experience in export finance products such as loans, guarantees, or working capital
\tExperience in intermediate accounting work to make informed decisions on the job.
\tExperience in providing reports that synthesize results of a financial statement analysis to support your corporate credit decision to senior management (e.g., approval vs. denial of credit).

Education cannot be substituted for experience at the GS-12/13 grade level.
