Budget Director - OFDC
The candidate will have major oversight responsibilities for all activities related to managing school budgets, and will be accountable for providing high-level support to Borough/Citywide Offices (B/COs) around the sound fiscal planning of schools to optimize the utilization of school funds. The Budget Director is also responsible for the development and effective implementation of operational systems and processes that support curriculum initiatives and professional development for Borough/Citywide Offices (B/COs). Another key focus of this role will be to identify opportunities that increase efficiencies among existing resources to maximize their impact across the city. Additional areas of responsibility include working on policy-level budgets and human resource issues and high-priority special projects. These special projects will entail building school budget models, overseeing office expenditures, ensuring compliance with City and Department of Education (DOE) procurement rules, and managing staffing and position/salary change processes for B/CO teams. Performs related work. Oversees budget activities regarding human resources transactions and works with B/CO and DHR staff to resolve issues. Monitors and implements school budget policies and procedures across all B/CO teams. Provides day-to-day management of borough school budgets and associated expenditures by generating reports and conducting analyses of unscheduled lump sums, OTPS balances, mid-year adjustment data, tracking register projections and set-asides and register growth. Collaborates with the office of the Chief Financial Officer and recommends improvement strategies, as needed. Provides day-to-day management and oversight of B/CO’s budget and associated expenditures. This task involves: reviewing monthly budget reports to forecast expenditures; monitoring Per Session and Per Diem modifications and expenditures; creating and approving budget modification requests, including the de-obligation/re-obligation process; managing unit transfers; and working with all program areas to forecast expenditures and budget for the year accordingly. Directs the provision of coaching and training services to team members on resource optimization and alignment of operational resources. Defines key deliverables and milestones for multiple school budget and B/CO work streams. Ensures that all B/CO team members adhere to the highest level of accountability standards while empowering and delegating responsibility among staff members. Attends high-level meetings with Central leadership and B/CO staff, e.g., Division of Financial Operations, DML, CAO and Director of Finance and HR meetings.
