Job Description:

The Purpose of the Pressure Equipment Assurance Specialist (PEI) is to assure the integrity of the pressure retaining equipment in his/her assigned area(s). The PEI monitors the equipment, obtains and analyzes data, and makes recommendations, when necessary; to assure that the pressure equipment is in a mechanically safe condition for continued operation.

Track progress on DARP (Deer Park Asset Rejuvenation Program) inspection programs.

Review workloads and establish priorities for contract personnel performing NDE (non-destructive examination) and visual inspections directly supporting your rejuvenation program.

Review Significant Find Report (SFR) to assure the find is addressed via temporary repair, piping replacement or issue a CAIR (Corrective Action Inspection Recommendation) for repair to be performed in the future.

Documents inspection findings (thickness readings, visual inspections, and specialized NDE inspections) in the Integrity Management System (IMS).

Perform & review Shell specific inspection documentation, inspection schedules and corrosion calculations.

Provide feedback to personnel when documentation does not meet requirements set by PEI inspection orders.

Analyzes inspection data against expected corrosion and damage mechanisms to determine the condition of the equipment.

Inspects and monitors the condition of pressure equipment (vessels, columns, piping, exchangers, relief valves, tanks, etc.) with the purpose of detecting corrosion or other physical phenomena that may lead to an unacceptable level of risk, an unsafe condition, failure of the equipment, or deterioration of its intended function.

Engages Pressure Equipment supervision and/or technical organization when inspection data reveals equipment near or past retirement, due to wall loss or other damage mechanisms.

Surfaces known preparatory work that must be performed before an inspection can be performed and highlights inspection support requirements.

Establishes renewal thickness for equipment using the guidelines outlined in company procedures and by consultation with the pressure equipment engineer where needed. Uses these renewal thicknesses to calculate the remaining lives of piping and equipment.

Keeps and maintains inspection schedules and strategies up to date in IMS.

Develops and maintains equipment inspection drawings, including equipment diagrams, piping isometrics, corrosion and material diagrams, etc., in accordance with site procedures.

Communicate inspection results with S-RBI Focal Point to update model, inspection strategy, and schedule.

TURNAROUND/UNIT OUTAGE SUPPORT

For unit outages that are not handled by the Turnaround organization, the Run & Maintain Unit Inspector will have responsibility for all phases of the associated PEI scope.

Support execution of the turnaround in a lead or support role as assigned.

Support unit Turnaround Stay Back coverage role as assigned

UNIT SUPPORT – Hold Back Coverage during Turnarounds

Maintains contact with operations and maintenance personnel daily to be aware of changes in operating conditions that could affect the performance of the pressure equipment.

Serves as the focal point for any pressure equipment integrity issues on the area Production Team.

In the area Production Team, communicates current efforts to solve problems, listens to the needs of customers, and discusses corrosion concerns or operating events that could have detrimental effects on equipment with the appropriate personnel.

Serves as a PEI resource for Production Team run projects. Participates in the initial safety, environmental, and operability (SEO) review. Identifies requirements for needed updates to inspection records based on changes.

Serves as the primary PEI contact for area maintenance team activities, including: Temporary Repair Process, Hot Tap Packages, Weld Procedure Review, Spool Sheet Review, and Inspection of ongoing/completed maintenance activities.

Leads discussion in the CAIR/MSI review meeting with the Operations and Maintenance groups.

Record leaks and pressure equipment failures in IMS and is responsible for comparing with the RBI model to determine if any revisions are required.

Issues recommendations and develops repair procedures for pressure equipment based upon inspection findings and the expected performance for the equipment.

Involves the pressure equipment engineer and supervisor in all repairs or alterations (as defined by NBIC and/or API 510) to pressure vessels.

Supports the PRD Servicing Work Process, including specification sheet review and updating.

Performs quality assurance on repairs and new fabrication of pressure equipment.

Participates in and supports unit specific activities such as Management of Change (MOC) Technical Review and Corrosion Control Document (CCD) revalidations.

Makes metallurgical, material, and protective coating recommendations based on tests, research, experience, and/or communication with specialists. Makes sure that all the proper personnel have been involved in making these recommendations.

Communicate Leaks and failures to the PEI Supervisor’s attention within 24 hours, or immediately if the severity of impact warrants doing so.

Address corrosion rates resulting in equipment that is close to or at renewal within 30 days.

Address immediately any equipment that is considered to be in a “near leak” condition

Other

Provides information and data regarding the design and physical condition of pressure equipment to Operations, Engineering and Maintenance.

Provides Technical and Quality Assurance for maintenance repairs and capital and plant change projects.

Participates in investigations of failures of pressure equipment items. Help determine the cause or suspected cause and document the results in the inspection records.

Participates in and supports unit specific activities such as Level 2 Investigations, 5-Why Investigations, and Root Cause Analyses (RCA’s).

Recommends engineering or technical studies to eliminate recognized design and/or maintenance problems.

May serve as the Responsible Person for a PEI driven MOC.

Lead monthly safety or department meetings as assigned

Requirements:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

At least High school diploma or equivalent.

With at least three (3) years experience as a unit run and maintain inspector in a Oil & Gas or Petrochemical industry.

Must have API 570 certificates; API 510 needs to be obtained within 18 months once hired.

Possess a good understanding of NDE techniques and applications (UT, RT, PT, AUT, PAUT)

Must be a proactive and independent worker capable of integrating with a self-directed team environment, with the ability to prioritize and manage multiple tasks simultaneously.

Possess excellent communication, analytical, and problem-solving skills, be able to work with people and lead teams.

Must be able to pass all the physical requirements and be able to wear a respirator, work at elevated heights and in a confined space.
