The VP Product Development – Benefits & ADP Health Compliance Products is responsible for leading a team of developers, analysts, engineers, testers and project managers charged with supporting the applications representing some of the highest growth areas of ADP. The team is made up of approximately 360 Full Time Associates across several locations in the U.S and India. These client facing applications range from the a dynamic Consumer Focused User Experience through to the back end data processing applications responsible for enrolling over 5 million covered participants in their Health and Wellness plans; processing over 10 million spending account claims representing ~$1 Billion in money movement. This role requires a strong alignment and high degree of interface with business associates (Product Management, Marketing, Implementation, General Managers and client representatives). Along with ensuring product deliverable schedules, alignment with the strategic vision of ADP, 100% application and service availability is at the core of what the team strives to ensure through quality measures, monitoring and agile development methodologies. The team is comprised of the following sub teams and products:
Enrollment & Eligibility Currently supporting over 5 million enrolled participants in both our standalone and integrated HCM businesses. This team of >100 associates across 6 sites, support a number of enrollment applications as well as the tools used to migrate clients from legacy applications to strategic ones. The team is responsible for the Benefits functionality of our industry leading New User Experience with integrated Decision Support Tools for both traditional plan designs and ADP’s Private Exchange. Along with functional and critical compliance software, the team incorporates rules engines into applications that allow for the high degree of “customization” clients require to determine plan eligibility while also remaining “in the box” within a multi-tenant application environment. The team is also responsible for key real time integrations with Identity Management, Mobile, HCM and standalone HRIS systems to provide a seamless client experience.
ADP Health Compliance — Supporting greater than 7 Million ACA Full Time employees, ADP Health Compliance is the fastest growing business at ADP. The business has grown from a few clients to over 400 in GES and ~20,000 in MAS in the last year. Highly complex legislation, a dynamic regulatory process, and very short timeframes have created an extreme environment in which to bring a new product to market. Since the Employer Mandate Administration market is still in its infancy, the team must be extremely agile in order to respond to dramatic changes to requirements. This team of greater than 65 associates across 3 sites is not only responsible for complex regulatory calculations and filings, but also application integrations with almost all of ADPs HCM, Payroll, Time, HRIS, Leaves, Benefits, Compliance, Print and iPay products. The team and leader are also responsible for providing rapid prototyping for critical user research, sales enablement technology and direct sales support.
Spending Accounts — The Spending Account Management (SAM) application processes claims for over 6,000 clients both standalone and integrated with ADPs Flagship HCM applications Vantage and WFN. Claims must be processed in a high volume / low time-per-claim environment in order to meet both regulatory and client SLAs. This team of ~45 associates across 2 sites includes development, testing, analysis and support of the core claims processes along with a dynamic, Consumer grade self service capability that must scale to handle peak loads during annual “Run-Out” period (Jan-March). Claims are processed from a variety of sources including traditional mail, fax, web and mobile based self-service. Key integrations include ADPs Document Management, Mobile, and AVS Money Movement applications. Application must manage deposits and claims for over $1B in assets.
Government — A team of ~20 associates across 2 sites supporting Benefits applications for a number of Federal Agencies including the Federal Judiciary and the Office of Personnel Management (OPM) representing ADPs largest client in the large market space (>$20M annually). Highly detailed and complex federal regulations and requirements are built into the applications in order to stay compliant (including 508 and FISMA compliance). The team also provides detailed technical sales and client relationship support during the annual compliance reviews and regulated RFP processes. Application must scale to support very large volumes during the federal government annual enrollment and run-out periods.
Additional Applications / Services:
Absence Management — A team of 18 associates across 2 sites, supporting ADPs Total Absence Management (TAM) application to administer employee leaves. Integrated to both WFN and Vantage, TAM is offered to clients integrated with HCM as well as standalone. Employee and Manager self service is provided in order to automate a highly regulated process. While currently supporting just over 100 clients, the application must scale to meet MAS client volumes expected to reach over 5,000 units.
o Benefits & Health Compliance Tools — A team of 15 associates provide common tools across both the Benefits and Health Compliance businesses. These tools span a broad range of functional areas all with the goal of lowering the cost and risk of day to day administration through automation and self-service.
Prototype and Design — In the rapidly changing Benefits and Health Compliance administration space, prototyping has become a critical tool in bringing new ADP capabilities to market much faster. This team of ~10 associates is responsible for implementing ADP’s new Visual Design Language in the Benefits and Health Compliance applications, prototyping those designs to facilitate detailed user experience testing and ultimately working to implement new front ends.
Decision Support — This 6 associate team brings the power of ADP’s Enrollment systems together with our market leading Decision Support Technology. The team builds applications with complex rules and leverages demographic and industry data to help the employee navigate, analyze options, and ultimately choose what’s best for their situation — all within a user experience that is easy and “natural” to use.
Ensuring a cohesive products and services organization able to leverage the sheer capacity, size and skills within the team to balance the organization to successfully meet strategic global product deliverables across all business units
Identify the proper organization structure, ensure fungibility the rapidly absorb changes to schedules, meet all core deliverables
Ensure near 100% product availability by shifting emphasis to engineering and monitoring tasks across all production and non-production environments
Work across all products and services to ensure future technology state direction is stated, funded where necessary and actively worked upon
Ensure tight alignment of Benefits and Health Compliance Products and Services with Enterprise Architecture, Innovation Lab and User Experience Center of Excellence, and Global Security
* Ensure that deliverables are aligned with key strategic deliverables of partner organizations (MAS, NAS, AVS, etc.)
Collaborate with Business leaders (President, Marketing, and Strategy) to evaluate trends and bring new products to market.
* Evaluate potential acquisition targets including application capabilities and architecture, staff technical skills and fit within ADP. Integrate newly acquired products and teams into ADP as quickly as possible (as opposed to “cocoon” strategy).
This position requires a bachelor’s degree in engineering, computer science or related field, with a Master’s degree or MBA a plus.
Fifteen or more years of experience in directing all or major segments of the IT organization/function at a global company, including experience managing across international borders.
Strong working knowledge of Application Architecture and Integration derived from demonstrated, successful experience with large scale critical environments and projects.
Strong working knowledge of various application design languages infrastructures and partners — platform agnostic — able to work with legacy to leading edge technologies.
High level of ability to quickly establish IT leadership and sustain positive influence on the performance of peers and other functional groups. Ability to command attention and respect of not only IT, but also general business management. Ability to forge single purpose commitment from others with disparate objectives.
Skilled in setting aggressive measurable goals and objectives for oneself and be measured against them; motivated by the challenge of achieving specific, challenging and focused results.
Demonstrated success in meeting development and budget deliverables over a sustained period of time.
Strong ability to work with strategic business leaders to evaluate opportunities, define and ultimately deliver new products and capabilities
Success in managing large, cross functional, somewhat unrelated teams (at times), demonstrated success in finding commonalities, ability to leverage and shift talent.
The incumbent must be capable of resolving complex and company-wide service problems, as well as possess the ability to identify and promote a strategic IT direction.
Strong human relations skills and solid organizational abilities are necessary to perform the duties associated with this position.
