Job Summary
The Federal Contract Executive performs the complete contract management function in support of large, complex Federal Government contracts, balancing business goals with evolving market requirements. This position demands a combination of strategic and transactional capabilities, complemented with a firm understanding of risk management. This position requires extensive knowledge and experience with Federal Acquisition Regulations (FAR) and FAR supplements and other Government contracting issues. The Federal Contracts Manager will ensure proper acquisition and fulfillment of contracts in accordance with company policies, legal requirements, and customer specifications.
Job Description
Core Responsibilities:
Assist in the strategy development for new business
Participate in the preparation of proposals, both directly to the Government and to other prime contractors, including review and analysis of solicitations, terms and conditions determinations
Work with Sales personnel to provide guidance concerning contractual terms and conditions
Oversight of complex pre-award contracting issues including contracting methods, contract types (e.g., IDIQ, Time and Materials, Firm-fixed Price, Cost-Plus Award Fee), negotiation, source selection, R&D contracting, and bid protests.
Notify business stakeholders of any non-standard activities and seek authorization of proposed deviations
Work with Capture and Proposal Teams to ensure documents for the Government comply with Comcast standards and meet the requirements for Government submission.
Navigate engagement from appropriate Sales, Finance, Engineering, Operations, and other specialty departments as appropriate.
Engage in Contract Review, which includes examination and drafting of contract change requests, special provisions, alternative terms, and pricing; all in compliance with corporate policies and business procedures.
Process complex legal and business terms in the formulation of negotiation strategies in furtherance of revenue generation.
Work directly with Comcast Legal and Compliance to ensure contract compliance with appropriate laws, regulations, and internal policies.
Have the ability to address complex procurement related matters and recommend solutions to acquisition challenges
Brief leadership on exceptions, alternatives and proposed solutions and provide recommendations to project staff and management, including bid/no-bid decisions
Ability to translate prime contract requirements into terms for incorporation into teaming agreements and subcontracts
Ensure that all proprietary nondisclosure agreements, teaming agreements, and subcontracts are in place to fulfill contract requirements
Complies with Federal Acquisition Regulations (FAR) and FAR supplements and other Government contracting issues
Understand our relationship with each of our government customers
Manage relationships with contracting officers and government agencies representatives
Participate in the management of GSA schedules and other strategic sourcing awards
Understand requirements lead creation, execution, and reporting on Commercial and Individual Small Business Subcontracting plans.
Develop and implement reviews, research regulatory requirements, collect and verify review documentation, and analyze and report on results.
Generate forecasting and tracking reports.

Strong attention to detail and an ability to understand Federal Government contract structures
Education/Experience:
Bachelor's degree required. Master's degree in Business or other relevant fields preferred
Federal acquisition and/or contract management certification is a plus (Certified Federal Contract Manager -CFCM)
A minimum of 7 years of professional Federal acquisition experience required.
Understand basic principles of finance, accounting, marketing, and management
Experience in Excel, Sharepoint, SalesForce
Ability to obtain a US government security clearance
