Under the general direction provided by a Staff Services Manager I, the Staff Services Analyst (SSA) is responsible for performing a variety of consultative and analytical assignments associated with planning and evaluating the Bureau’s garnishments programs and the Non-USPS tax processes; and administrative support. The SSA works independently and is effective in numerous areas where sound judgment and tact are necessary. Duties include, but are not limited to the following:

Duties and Responsibilities:

Gather and analyze the Bureau’s Garnishment Reconciliation documents for legality and appropriate submittals and responses. Evaluate and interpret regulations, policies and procedures for potential impact on the garnishments program.

Responsible for maintaining record of garnishments pending corrections. Tabulate and analyze data from warrant registers and error messages reports to make the necessary corrections to required redeposits. Analyze and verify

direct disbursements garnishment warrants for accuracy.

Work collaboratively with Disbursements Post Issuance Unit regarding all issues regarding garnishments. Facilitate new procedures by providing staff level support for training and/or guidance.

Process the Non-Uniform State Payroll System (Non-USPS) process for tax withholding. Analyze and verify accuracy of the tax-withholding documents submitted by state agencies. Process STD675 Supplemental Wage Deductions and STD422 Salary Advance Paid/Offset reports. Process Judges Compensation/Commuter Mileage forms. Gather and tabulate data to create the monthly Non-USPS report in preparation for tax payments.

Perform a wide range of established consultative and analytical activities that affect employees’ W2 tax totals.

Assist with gathering and analyzing data regarding daily claims paid for problem definition. Separate functional issues into subgroups and identify any relevancy to identified problems. Evaluate and recommend solutions on appropriate course of action to address identified problems and update the system when impacted. Secure daily and monthly information for processing the monthly Claims Paid Report.

Gather, tabulate and analyze subpoenas. Research and print copies of warrants. Calendar and track status, review and recommend subpoenas for escalation to Legal Office. Create spreadsheet and track status of specific tasks.

Participate in the bureau’s special projects analytical studies. Define the issue, gather data, propose solutions and alternatives, and effectively recommend procedures.

Assist with administrative support as needed. Screen and monitor telephone calls from the public and other state agencies concerning claim status and procedures with detail and sensitivity.

Desirable Qualifications:

Ability to utilize a variety of analytical techniques to resolve complex reconciling problems;

Ability to develop and evaluate alternatives, analyze data and present information effectively;

Experience with various computer software programs (Outlook, Word, Excel, and Access);

Possess strong organizational skills and attention to detail;

Ability to communicate professionally and effectively;

Ability to work effectively with changing priorities and/or deadlines;

Ability to work well with others at all levels, as well as work independently and in a team environment;

Excellent work habits, attendance, dependability, and a positive attitude.
