Associate Director, Equal Opportunity, Title IX & Policy Development

Duties: Serves as the University’s Title IX Coordinator. Develops, implements, coordinates, and conducts initiatives and trainings designed to educate and support students, faculty and staff regarding available resources and their rights and responsibilities under Title IX, Civil Rights regulations (including Title VII, ADA, Sections 503 and 504 of the Rehabilitation Act). Responds to and resolves Title IX complaints filed by or against faculty, staff and students, including the provision of interim measures, and the prompt, thorough, and impartial investigation and resolution of complaints and allegations. Conducts investigations related to other types of discrimination/harassment as assigned by the Director. Responsible for equal employment, affirmative action and associated regulatory compliance matters including ensuring the University’s compliance with anti-discrimination and harassment laws and regulations and monitoring employment activities to ensure compliance with applicable University policies, state and federal civil rights laws. Drafts and reviews University policies to ensure compliance with federal and state laws and regulations and other university policies. Oversees and conducts timely, confidential, and thorough investigations of reports and complaints of sexual misconduct, sex-based harassment/discrimination, and other investigations as assigned. Meets with complainants, respondents, witnesses, and others regarding allegations of sex discrimination, sexual harassment, sexual assault, sexual misconduct, interpersonal violence, stalking of student or employees, and discrimination or harassment based on race, color, national origin, or disability of students. Reviews the need for and enacts appropriate interim measures. Gathers and assesses evidence, determines credibility, and communicates information regarding the process, rights, and resources to individuals, including students, faculty, and staff, involved in investigations or those seeking information. Determines whether a violation of University policy has occurred and provides information to Student Conduct, Human Resources and other appropriate University personnel regarding the University response to investigative results. Develops and provides comprehensive preventative and educational training across campus related to EEO, ADA, Title IX and VAWA; ensures that training meets all university, state, and federal requirements, including ensuring appropriate responses to reports of or information related to sex or gender-based discrimination or harassment. Works with partners across campus to provide educational activities and opportunities to create a culture of active respect and concern for all YSU community members. Supports ongoing campus events. Works with the University’s Clery Officer to insure the validity of the Annual Security Report crime statistics. Interprets state and federal legislation as it relates to equal opportunity and affirmative action; assesses impact of such legislation on University policies, programs, and services; collects and prepares data on equal employment opportunity and affirmative action plan compliance, recruiting activities and outcomes, and employee demographics, identifying trends and issues; prepares required federal and state EEO reports and maintains statistical and empirical data necessary for program compliance. Advises search committees regarding their responsibility for adherence to Affirmative Action Guidelines and their need to strengthen and meet challenges of improved recruitment and retention of underrepresented groups and monitors hiring processes to ensure adherence to guidelines. Drafts and reviews University policies to ensure compliance with federal and state laws and regulations and other university policies. Conducts research to identify “best practices”; recommends and/or develops new systems to analyze statistical data; assists in development of improved work unit procedures and processes.
