Associate General Counsel
The candidate will counsel various business units within on the administration of the Universal Service Fund (USF) programs, including identifying and analyzing novel issues and promoting measures to ensure program integrity and program success. Handling appeals of decisions. Experience with the administration of federal programs is desirable. Knowledge of the Universal Service Fund is desirable. Additional duties include providing advice concerning contracts and commercial transactions, and preparing or reviewing agreements for the procurement of goods. Stay abreast of orders issued by the FCC regarding the USF programs, and present to the business units summaries of such orders and summaries of action to be taken pursuant to such orders. Respond to Congressional or GAO inquiries regarding the USF programs. Ensure compliance with all federal, state and local laws affecting operations. Identify and anticipate potential legal issues and propose solutions to complex situations raising difficult legal and operational concerns. Effectively communicate, both in writing and orally, with internal clients, the FCC, and external contacts concerning legal matters. Interact and engage with FCC staff on numerous matters, including contracts, audits, enforcement of contribution requirements, and programmatic issues. Provide legal and strategic support to programs on work related to the four USF programs. Draft, edit and analyze a variety of documents related to USF program legal work including appeals, memorandum, policies, agreements, and other documents. Coordinate programmatic legal work with internal divisions including each of the USF Programs; Audit Assurance Division; Finance’ Procurement; and Enterprise Portfolio Management. Advise General Counsel on proposed responses and strategies as it relates to USF programs. Collaborate and work closely with the OGC team to identify and develop efficiencies, improve communications, and streamline processes for responses to business units. Foster teamwork and planning to achieve desired results. Participate in developing and implementing a division plan which supports and implements the organization’s plan. Other duties as assigned. May be assigned to supervise one or lower-level attorneys. Evaluate staff performance. Provide guidance and oversight to staff. Establish task priority. Manage staff projects.
