Responsibilities:
The candidate acts as Command Counsel to prevent violations of law and defend AMC against claims and other actions against AMC. Assists the Command Counsel by providing direction, planning, and supervision in all matters involving the management of legal programs and operations throughout the U.S. Army Materiel Command (AMC). Responsible for planning, directing, and defending Department of Army (DA) and AMC policy and procedures. Directly leads planning and execution in business law operations throughout AMC. Leads team of business law/litigation experts in providing professional advice and defending AMC missions. Independently acts to defend AMC activities, missions, policies and procedures. Provides technical advice and counsel to CG AMC and staff, and supervises Business Law Division of AMC and tech channel supervision of MSC Chiefs of Business Law. Autonomously monitors business law operations throughout AMC and applies legal expertise in business law such as, legal review and legal advice and assistance on the $70+ billion AMC procurement activities including interpretation of procurement statutes and regulations, planning and execution of programs involving major weapons systems, contract matters such as determinations and findings, proposed awards, preparation of contract documentation, deviations, contract modifications, rights in intellectual property, and Secretarial notations. Responsible for contracting legal policies such as small business, labor surplus and disaster areas, Buy American Act and balance of payments. Leads litigation experts in defending AMC bid protests, to ensure multi-billion dollar projects can proceed. Inculcates fiscal law principles into AMC staff/commands through educating and advising principal leaders. If AMC makes, resets, maintains, or provides it, Chief of Business law plays a role. Responsible for a budget of $1 million. Serves under direction of and receives broad strategic guidance from DCG/EDCG and Command Counsel (Tier 2). Traveling is required.
