Position Summary:

Performs skilled and semi-skilled preventative maintenance and repairs for Aspen Pitkin County Housing Authority (APCHA) properties in accordance with the organization’s values and mission statement.

Supervision Exercised and Received:

Position is supervised by the Housing Maintenance Supervisor.

Essential Job Functions:

Performs general carpentry, (e.g., installing cabinets, shelves, doors, counters, finish trim, framing, displays to print). Removes winter ice dams, repairs leaks, re-caulking of seams and flashing, and snow removal as required. Completes painting projects, including cut-in, masking, prepping and painting all finishes, using brush, rollers, airless and compressed air sprayers. Removes/restores grout, cuts and replaces tiles and operates equipment to complete special projects (e.g. tractors and snow blowers).

Performs routine preventative maintenance to ensure building systems operate efficiently and/or the physical condition of buildings does not deteriorate. Inspects, operates or tests machinery or equipment to diagnose machine malfunctions.

Maintains plumbing fixtures, water supply plumbing hydronic heating systems, sanitary sewer systems, water softeners, boilers, pumps, PVC plumbing systems, check valves, etc.

Troubleshoots and repairs wide variety of mechanical systems, including, but not limited to: motors (e.g., circulation pumps, hydronic heat systems, boilers) lighting; boiler safeties; boiler controls; electrical snow melt systems; emergency systems maintenance (e.g. emergency lighting, fire alarms); and laundry equipment.

Troubleshoots and repairs a wide variety of machines, including, but not limited to, air compressors; pressure washers; HVAC equipment; appliances (e.g. refrigerators, stoves/ranges, dishwashers); and boilers. Diagnoses mechanical problems and determines how to correct those, checking blueprints, repair manuals or parts catalogs as necessary.

Follows-up on work orders; maintains records of repairs and maintenance activities; maintains preventative maintenance logs in adherence to established timelines; and stocks inventory, makes purchases, and manages receipts.

Performs a variety of tasks necessary to achieve pleasant and functional outdoor environment, including lawn mowing, raking, and trimming. Ensures that the grounds of the housing units are attractive, orderly and healthy. Provides snow removal using a snow plow, shovel, and snow blower during winter season. Ensures proper upkeep and repair of sidewalks, parking lots, and grounds keeping equipment.

Performs after hours repairs as needed. Responds to emergency calls on a weekly rotating basis.

Knowledge of how to use and repair the following: milling machines, lathes, hydraulic presses, welding equipment, band saws, table saws, core drills, routers, grinding equipment, sanding equipment, polishing equipment, drain snakes, paint sprayers, hoists, man-lifts, pullers, dial indicators and other precision shop tools.

Knowledge of materials, methods, and the tools involved in the construction or repair of buildings, or other structures.

Ability to apply procedures and requirements relevant to the Housing Department in development of training programs and projects, and effectively using programs to train staff.

Knowledge of principles and processes for providing satisfactory customer service and taking necessary steps to assist customers with their needs.

Knowledge of policies, procedures, and strategies to promote safety operations relevant to the Housing Department.

Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Knowledge of general business and project management principles and practices as applicable to assigned work.

Ability to effectively and efficiently

provide satisfactory customer service and possess ability to take necessary steps to assist customers with their needs.

Minimum Requirements:

Education:

High School Diploma or GED equivalent.

Experience:

Two years of

experience in skilled maintenance, repair, and construction; including experience in customer service.

Technical Knowledge:

Must be proficient with Microsoft Office, Excel, and Outlook.

Licenses & Certifications:

Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

Preferred Candidate:

Five or more years of experience in mechanical trades, including troubleshooting/repair and/or installation of equipment; HVAC, pumps, boilers, etc.

NOTE: This position requires a physical examination and Criminal Background Check upon hire. Employment is contingent upon passing a physical examination and Criminal Background Check.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Position Type and Work Hours:

Regular full-time position, hours may vary with workload.

Evenings/Weekends:

May be required in addition to or instead of normal hours.

Must be available for after-hours emergency maintenance assistance and services on a rotating schedule.

On-Call:

Performs emergency maintenance and assistance for projects outside the normal hours of operation on a rotating basis. Must be available to respond to after-hours emergency maintenance assistance and services within 20-25 minutes.

Currently, due to the COVID-19 pandemic, City professional staff may be required to work partially remotely.

Work Environment:

Indoors:

Office environment at APCHA properties; working in rental units for repairs.

Outdoors/Off-Site:

Work is performed in a variety of environments, both indoors and outdoors and involves exposure to a variety of temperature conditions. Some lifting is required. Work involves chemicals, grease, dirt and other related substances associated with mechanical equipment and cleaning. Work is also performed outdoors involving: snow-shoveling, exterior building work and cleaning. Moderate physical activity. Requires handling of average-weight objects, standing and/or walking for extended periods of times.

The w

ork environment involves some exposure to hazards or physical risks, which require following basic safety precautions. The work environment involves some exposure to

outdoor elements such as precipitation and wind, high temperatures and low temperatures.

Physical Demands:

Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.

Moving self in different positions to accomplish tasks in various environments including tight and confined spaces.

Moving about to accomplish tasks or moving from one worksite to another.

Operating machinery and/or power tools.

Communicating with others to exchange information.

Adjusting or moving objects up to 50 pounds in all directions.

Such as

lifting sacks of calcium chloride from the ground to a height of 4 feet lifting and positioning pumps and motors weight 40-60 lbs.; loading/moving/pouring contents of heavy 5-gallon pails of paint. Work requires the ability to lift heavy motors or other mechanical components into position for installation and the skill to safely do so.

Position may require removal of snow and ice from walkways, parking lots, roofs and vehicles, including general safety inspection of snow/ice prone areas.
