Senior Regulatory Policy Spec
The candidate tracks, analyzes, and communicates regulatory developments, including specific business activities, initiatives, and public policy trends, to identify potential threats and opportunities to the Company’s customers and shareowners. Contributes to and drives the development of strategies, both proactive and reactive, to influence the outcome of regulatory, and public policy initiatives and proceedings. Develops and presents recommendations on the formulation of Company positions and actions in response to anticipated regulatory or legislative requirements. Attends regulatory agency hearings and conferences, tracks and monitors agency action and reports out on issues that impact the Company or the industry, in general. Leads participation in ISO-NE process including tracking and monitoring issues and initiatives, presenting Company input and positions, verbally and in writing, and preparing reports highlighting activity and its impact on the Company’s business. Prepares reports, white papers, presentations, and other communications to internal audiences, including senior management, to explain regulatory and public policy developments, their implications, and recommend courses of action. Prepares and assists in the development of testimony, comments, presentations, and other communications designed to influence external audiences to elicit a desired outcome. Participates as a representative of the Company in discussions and meetings with regulators, ISO-NE, industry associations, and stakeholders regarding the business implications of regulatory and public policy developments. Develops testimony and responses to information and data requests in the context of formal regulatory and legal proceedings. Works independently with guidance on only the most complex tasks; must be able to effectively manage time and priorities. Bachelor's Degree in Business, Political Science, Economics, Finance, or related field is required. Law Degree or Advanced degree in Business or related field is preferred. Should have 5+ years of regulatory or energy policy experience with a regulatory agency, utility, RTO/ISO, or law firm. Should have 3+ years of experience in supervision or project management responsibility. Experience working in the electric transmission business is preferred. Experience working directly with ISO-NE is preferred. Management or other team-leadership experience is a plus. Demonstrated experience researching and developing responses to regulatory initiatives and proceedings is required. Demonstrated knowledge and experience of RTO/ISO tariffs and processes is required.
