The primary purpose of this position is to serve as a fully licensed Physical Therapy Assistant within the Joint Base Andrews Physical Therapy Clinic. This position serves to provide physical therapy related health care services to the Joint Base Andrews active duty and authorized beneficiary population in coordination with the Physical Medicine Flight Chief/Commander.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-05) or equivalent. Specialized experience must include: knowledge of scientific principles appropriate to the specialized field of therapy, e.g. physiology, anatomy, psychology, pathology of disease and injury and educational principles and concepts; knowledge of therapeutic methods and techniques. The OPM Qualification Standard provides the following examples: Work as an assistant to one of the specialized therapies such as occupational, physical, manual arts, corrective, or educational therapy; or experience gained as an assistant or aid in patient care, social work, or psychology where the duties involved actual participation in physical medicine and activities of a hospital or clinic.

EDUCATION: Graduate education or an internship meets the specialized experience required only in those instances where it is directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit copies of your transcripts.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of anatomy, general physiology, gait analysis, biomechanics, general understanding of neuromusculoskeletal pathology, and the principles and techniques of physical rehabilitation.

2. Knowledge of the application of a body of standardized physical therapy modalities, including therapeutic exercise, to patients with varying degrees of physical disability and knowledge of equipment, materials, and supplies used in a large variety of treatment procedures that support specialized physical therapy and rehabilitation treatments.

3. Knowledge of health delivery and support services in order to work as an integral member of patient care teams.

4. Ability to independently assess and evaluate the indications and contra-indications for treatment, assuming responsibility for initiating patient care treatment programs, evaluating and communicating the reactions and result of treatment to therapist, and modifying such treatments as appropriate.

5. Knowledge of evidence-based therapy practice and the skills to prepare case studies and summarize results. Knowledge of data collection and ongoing therapy assessment techniques to perform specified aspects of patient evaluation and interventions.

6. Ability to communicate both orally, graphically, and in writing as required by the particular situation using both automated medical records and/or healthcare management databases and ability to provide complex/multi-step instructions to patients, caregivers, and other healthcare professionals, adapting instructions to meet the needs of the individual.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
