Profile

The Response Supervisor is accountable for the operation, maintenance, communications, contractor support, training and readiness of response personnel and equipment assigned to the sites within the Supervisor’s geographical area of responsibility. This position aims to provide effective and efficient spill response services using all available resources. The main goals of the Response Supervisor are: ensuring customer satisfaction, striving for maximum commercial efficiency, and enhancing Company reputation, including safety and environmental performance.

The primary focus of an Operational Response Supervisor is to supervise and manage the response efforts and the cleaning up of oil spills, maintain the equipment, train and develop all subordinates, and sustain customer relations.

PRIMARY RESPONSIBILITIES

• Directs the utilization of spill response resources during spill response events, scheduled and nonscheduled drills and exercises, at all times taking into account: operational readiness, operational effectiveness, customer satisfaction, cost considerations and efficient use of MSRC personnel, equipment, and contracted services. The Response Supervisor should be capable of providing the supervision of at least the initial phases of a spill response event.

• Maintains awareness of situations that affect MSRC’s ability to respond quickly and efficiently as necessary or appropriate. Responsible for providing MSRC’s resources and needed contractor resources that are qualified and ready to respond to a spill.

• Trains MSRC personnel direct reports to perform job tasks and responsibilities, and to complete assigned tasks in a satisfactory, timely and safe manner. Demonstrates leadership skills and motivates and develops subordinates. Explains Company policies and procedures within assigned areas of responsibility. Responsible for managing employee relations at the site.

• Maintains a safe work environment. Teaches direct reports to understand and follow safety procedures. Manages sites in compliance with applicable environmental, health and safety guidelines.

• Implements and oversees corrective and preventative maintenance programs on MSRC equipment. Maintains accurate equipment maintenance data in the Company’s computerized equipment maintenance system.

• Coordinates contractor training on MSRC equipment in order that contractors are familiar with MSRC’s equipment and MSRC’s personnel.

• Responsible for budget, verification and approval of contractor/vendor invoices received for the sites assigned to the Supervisor. Verifies that paperwork such as timesheets, payment request forms, expense reports and job tickets are submitted timely and accurately. Follows all MSRC procurement policies and procedures.

• Familiar with MSRC Service Agreement, non-member Service Agreement and the United States Coast Guard (USCG) letter agreement, and any State agreements, including details of all agreements such as: activation criteria, equipment usage and the price rates, terms and conditions. Must also be familiar with applicable Operations Plans and Procedures including the Oil Spill Removal Organization (OSRO) requirements and Area Contingency Plans (ACPs) as well as the Oil Pollution Act of 1990 (OPA-90), associated federal and state regulations, and with other contractual obligations such as leased facility contracts, contracted crew agreements, etc.

• Develops relationships with customers, federal, state, and local agencies, contracted Spill Team Area Responders (STARS) and other contractors. Attends and conducts drills and exercises, participates in meetings/functions and promotes MSRC through appropriate public affairs events.

• Maintains effective communication with MSRC region and corporate management to achieve a professional working relationship and to maintain operational readiness.

• Assists in recruitment efforts by analyzing the information provided on prospective employee’s application forms, conducting personal interviews as necessary and determining the suitability of the applicant for employment, taking into consideration the applicant's previous experience, education, etc.

• Ensure all safety directives are carried out.

• Complete other reasonable tasks as assigned by management.

Education and Experience

Minimum requirement of three years of related experience in a supervisory capacity. Must be familiar with all operational, maintenance and repair aspects of the response equipment and their systems, both mechanical and hydraulic. High school diploma or equivalent is required. A marine document or license is desirable.

Knowledge, Skills and Abilities

Experience in oil spill management; leadership and effective supervision; seamanship (deck seamanship, boat handling, marine maintenance); mechanical aptitude (basic electrical skills, basic hydraulics, welding, carpentry, diesel mechanics); problem-solving. Must be an effective communicator and have good computer skills. Results-oriented, highly motivated individual who works well both independently and in a team environment. Ability to multi-task. Candidate must be available to travel.
