The primary purpose of this position is to serve as a Human Resource Specialist (Military) overseeing and providing effective and judicious processing of Military Personnel Appropriation (MPA) man-day resources and to ensure the most economical use of available Air Reserve Component (ARC) personnel. ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a \certification\ memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of, and skill in applying fundamental military HRM laws, principles, systems, policies, methods, and practices; as well as interviewing, analytical, and research techniques sufficient to conduct fact-finding and recommend solutions to moderately difficult but well precedented and/or recurring issues. Knowledge of, and skill in applying fundamental HRM methods, principles, and practices of military personnel and standardized analytical, and evaluative methods and techniques sufficient to: advise on and/or resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions; make informed judgments on problems and issues; perform management advisory services for specific requests related to immediate problems of limited scope; and analyze segments of broader HRM issues or problems.

EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command reserve program operations, in addition to knowledge of the pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel, funds, and equipment.
2. Knowledge of, and skill in applying fundamental military HRM laws, principles, systems, policies, methods, and practices. Knowledge of a wide range of concepts, principles, and practices relating to military personnel management, financial management, and management information systems. Knowledge of various Title IO laws, DOD Is and Active Duty personnel and financial instructions, Air Force Reserve and Air National Guard instructions and policy.
3. Extensive knowledge of AMC activities and missions, and reserve and guard organizational structure, functions and policy directives, in addition to a thorough understanding of the AMC IMA and unit reserve programs.
4. Ability to coordinate the efforts of command installation level programs.
5. Ability to communicate effectively, both orally and in writing for the purpose of working effectively with civilian and military personnel at the highest command levels within USAF, AMC, USTRANSCOM, ANG, AFR and other major commands.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
