Job Description:

Position Purpose

What’s the role –

T/A Discipline Lead

Lead TA Planning for all TA, OPEX, Capital and OSBL instrumentation and Process Control scope

DCS (Honeywell and Delta V) support

Safety shutdown system (hardware and software) support

Focus on proactive reliability activities

Level 4 support assisting Inspectors and Maintenance in diagnosing equipment problems, developing repair plans and quality assurance of repairs.

Prior to TA

Ensure delivery of TA Premise milestones.

Ensures detailed work scope packages are developed based on entries from approved work letter entries

Ensures estimates are developed for individual jobs (A&O, Support DFL resources and materials)

Works with I&PC department and contracting and procurement to secure quotes and contracts

Prepares control valve book to be used by repair shop and control valve technician assigned to the TA. The control valve book contains items such as field pictures of the current installation; specification sheet for the valve; information on last repair work.

Participation in TA assurance (TAR1, TAR2, TAR3 and TAR4) reviews.

Identifies test equipment (type and quantity) required to perform the Instrument Protective Function (IPF) tests. As appropriate, obtains the test equipment.

Acts as the link between the TA team and the I&PC personnel regarding deadlines, requirements, work scope items identified between groups (mechanical, operations, electrical,…)

Integrates the analyzer, instrument, and control work packages into the overall TA schedule so that planned at a level to execute.

Creates the initial control valve tracking spreadsheet based on work scope and TA schedule

Prepares IPF audit books including walking down audits to confirm that test procedures are correct (done with unit instrument inspector)

Identifies all material, including long lead material, via a complete Bill of Material which would then be submitted to the TA requisitioner in sufficient time to have all material on-site and confirmed at least 4-6 weeks before the start of the TA.

Develops the Contractor and Shell instrument and analyzer supervision support plan for execution - including shutdown and startup support.

Works with the Shell Maintenance and/or contractor to develop the craft resource plan to execute the scope of work

Works with other disciplines to integrate instrument and analyzer scope of work for non-instrumentation work packages (i.e. rotating equipment)

Works with cost control personnel to estimate and assemble the instrumentation and analyzer portion of the turnaround scope of work to be used in the FID IP.

Works with the Turnaround Block Coordinator(s) to schedule and sequence the instrumentation and analyzer scope of work in the event

Works with Inspector to develop quality assurance plan and oversee execution of the same to ensure flawless startup.

Is mindful of and continues to look for opportunities to reduce turnaround scope, and plan and execute with low-cost mindset.

Ensure contractors and Shell resources have the information necessary to execute their respective scope of work.

During TA

Be an example to all who are working on the TA’s by demonstrating the right safety and environmental behaviors.

Ensure that work is executed per site order, policies, and procedures.

Responsible for his/her safety as well as the safety of the contractors and Shell resources.

Attend and lead contractor toolbox safety meetings.

Coordinate with Safety and Operations to ensure permits are issued in a timely fashion.

Ensures execution of environmental plan (waste disposal, lead/asbestos abatement, frac tanks, vac trucks, etc)

Monitor work progress and ensure roadblocks to completion are eliminated.

Work to ensure sub-contractors are scheduled on-site when needed.

Responsible for accurate schedule updates of assigned work activities (scheduler will actually input)

Set priorities for contractors and Shell resources as needed.

Know where all material for their respective scope of work is located, how much there is and who will need it during execution. Anticipate potential material issues and informing the T/A Execution Lead.

Ensure crafts are highly productive by removal of barriers and escalates to the block coordinator when he/she cannot.

Monitor progress of outside shop repairs and knowing when these items are to be sent out and returned after being inspected/repaired.

Initiate and provide estimates (including material and resources) for addenda and discovery work and its potential impact to schedule.

Work with addenda planners to develop repair options for Discovery Work. Ensure that new work (Discovery or other) is not started before the T/A Management Team approves it.

Ensure Management of Change requirements are followed with respect to instrumentation and analyzer functions.

Stay abreast of other discipline need and coordinate/integrate with other field coordinators to optimize and prioritize fieldwork.

Ensure that the work is executed in the most efficient way possible by identifying, escalating and mitigating (if possible) any non-value-added work.

Work closely with the System Turnover Coordinator to understand what issues/items remain to be completed within any system they are responsible for.

Responsible for timesheet authorization for assigned contractors and Shell craft.

Post TA

Update plan for gross differences so that they are captured for next TA.

Provides 80/20 scope for the next TA.

Participates in the Lessons Learned and Lookback process.

Ensure surplus material is either re-stocked by the supplier or is placed in warehouse for credit.

Key Factors relating to this role:

Work closely with Control Systems Engineer, Inspectors and production team to be a key resource in determination of hardware failures and process control problems as they occur.

Lead in discipline Management of Change and 5 Why / Causal Investigations as it relates to instrumentation.

Provide level 4 technical support for instrument related hardware (DCS, PLC, transmitters, valves, tank gauge systems.

Troubleshoot and support issues with non-hardware issues associated with the DCS or Triconex systems.

Knowledgeable of protective instrument systems; able to write procedures, review procedures and update redlines.

Provide support to small project activities.

Develop, organize, deliver and / or participate in technical training.

Identify and develop the discipline T/A work scope

Active participant in Unit start up and shutdown.

Develop PM work plans for discipline equipment.

Update Instrumentation & Process Control documentation in INTools, such as loop drawing, spec sheets and where needed Instrument loop folders for non INTools entered data.

Active participant in instrument audits, surveys and mandatory departmental audits.

Skills & Requirements

What we need from you –

Must have legal authorization to work in the US on a full-time basis.

10 years hands on practical experience with instrumentation installations, repairs and day to day operation support (will accept combination of school and work experience)

Previous Turnaround planning and execution experience.

Communication skills

Interpersonal skills and use of Enterprise First Behaviors

Strong organizational skills

Technical Capability/Learning Orientation

Ability to manage and prioritize multiple tasks with limited guidance

Understand when to escalate for assistance

Leadership skills
