Assistant County Attorney
The candidate performs advanced legal work and provides legal counsel and advice to the Board of County Commissioners, administrative staff and officials with regard to Local Government Law issues. Researches and renders legal opinions, advice and assistance for County boards, committees and departments as assigned. Prepares or reviews ordinances, resolutions, policies and other proposed legislation for County boards, committees and departments. Prepares or reviews contracts, leases, interlocal agreements and other documents and memoranda as assigned. Provides legal advice and counsel in procurement matters, including the solicitation, evaluation, negotiation and award of contracts involving, but not limited to, products and services, professional services, assessment programs, grants, etc. Reviews, comments upon and approves legal sufficiency of land use and zoning applications. Exercises familiarity with local governmental issues. Assists in preparation of agenda items for County boards, committees and departments. Attends Board of County Commissioners meetings and committees as assigned or required. Assists with responding to citizen inquiries. Advises County officials and employees on legal questions arising in the course of carrying out their duties, including proper interpretation of statutes, case law, ordinance and other regulations. Monitors Federal and State legislation and case law affecting local government issues. Explains and interprets ordinances and status of various cases. Represents Clay County in trials, appeals and adversarial administrative proceedings. Conducts discovery and drafts pleadings, briefs and motions. Conducts legal research and investigation necessary to bring or defend actions on behalf of the County. Performs other duties as assigned. Juris Doctorate degree from an accredited law school required. Bachelor’s degree from an accredited four-year college or university required. Member in good standing of the Florida Bar Association required. 5 years’ experience as a practicing and licensed attorney required. 3 years of local government law experience with a primary focus on land use and zoning preferred. Knowledge of Federal, State and local laws as related to local governmental operations required. Knowledge of computers and job-related software required. Skilled in efficient research, including use of Lexis Nexis, Westlaw and other sources with ability to summarize and use legal reference materials required. Excellent oral and written communication skills required. Superior time-management skills required.
