Senior Government Affairs Policy Analyst

The candidate will monitor, track and analyze emerging public policy, regulatory, and legislative issues to determine implications for Prime and its Blue Cross Blue Shield owners, Prime clients and members; may also monitor, track and analyze emerging policies, regulations and legislative issues in potential markets for Prime. Synthesize Prime’s position on policy issues and determine the level of priority for each. Develop internal and external advocacy tools such as “one-pagers”, background documents, and talking points based on the input and feedback of stakeholders. May be accountable for lobbying Prime’s position in assigned federal or trade-level association(s). Draft issue-specific briefing materials for Prime’s executive and senior management team members participating in the policy committee and for other key stakeholders. Provide ideas and analysis to help align executive leadership members with strategic policy and government affairs initiatives. Coordinate with corporate communications/marketing teams to ensure Government Affairs messaging is consistent with Prime’s externally facing, or client-facing marketing messages and business priorities. Develop working relationships with key internal stakeholders including key members of the executive team, senior leadership team and the legal and compliance teams. Help organize and participate in outreach to state and/or federal lawmakers including facility tours, issue briefings, meetings with lawmakers, and industry events. Assist in managing the state Political Action Committee (PAC) activities. Other duties as assigned.
