Title IX Officer
The candidate will lead the Office of Student Protections and Title IX and manages the district’s compliance with the full range of Title IX requirements. Will oversee the district’s federal and state Title IX and Office of Civil Rights compliance obligations by conducting prompt and thorough investigations into complaints. Serve as the primary contact for government inquiries related to Title IX and civil rights compliance with applicable laws and regulations. Develop and implement systems to monitor the effectiveness of policies and procedures related to Title IX compliance. Evaluate current internal policies and processes and ensure district-wide systems are compliant with federal and state Title IX laws and regulations. Assess and recommend changes to district policies, operating procedures or systems to maintain compliance with Title IX. Remain current regarding state and federal laws, regulations and trends in education related to sexual misconduct, abuse, harassment and other discriminatory practices that violate Title IX. Coordinate the development, implementation, and monitoring of Title IX disclosures, policies and procedures to comply with federal and state legislation and regulations. Monitor changes in equal opportunity and Title IX laws and provide ongoing guidance to leadership in reviewing and altering policies and procedures. Assess overall efficacy of firm’ coordination and response to Title IX cases and recommend process changes as needed. Serve as the adviser to senior management, administrators and staff on matters related to sexual abuse, misconduct and other violations pursuant to Title IX. Conduct, oversee and/or coordinate the district’s investigations related to Title IX. Develop, implement, and oversee investigation and case management plan for Title IX incidents. Refer, track and lead (where appropriate) all sexual harassment, abuse or misconduct investigations, including referrals for investigations to the Office of Inspector General. Ensure appropriate and complete responses and resolutions are carried out for all reports of student-to-student and student-to-adult sexual misconduct, abuse, and other Title IX related cases. Partner with the Law, Safety & Security and other departments and external partners to ensure student and staff safety and to facilitate the delivery of trauma and/or social-emotional services to students, families and staff. Develop and maintain follow-up protocols for students, families and staff to identify and address ongoing challenges. Continuously identify and integrate best practices with regard to Title IX investigations and stay abreast of current developments in conducting student investigations. Direct and manage staff engaged in conducting investigations and interviewing victims and witnesses regarding Title IX complaints. Train investigations staff to successfully support individuals and groups representing a wide range of diverse cultural, geographic and socioeconomic backgrounds . Provide ongoing training to investigators and other Title IX staff to ensure compliance with changing laws and requirements. Ensure comprehensive reports of investigations with findings of fact and recommendations are completed in a timely manner. Conduct preventive training and professional development on Title IX and nondiscrimination policies and procedures for staff and students to promote and maintain a culture of compliance. Collaborate with senior firm leaders, the Communications Office and external partners to develop content and materials to implement district-wide awareness campaigns. Develop and disseminate educational materials (e.g. web, print, media, etc.) that inform district students and staff of their Title IX rights, responsibilities, and resources both internal and external to firm. Create and maintain required OCR website, content and information. Initiate, build and manage cohesive partnerships and outreach programs with stakeholders internal and external to the district, government agencies, and community partners to provide resources and support to students and staff. Maintain records of training, professional development, educational materials, and oversee the management of a database system to track completion. Develop metrics to analyze the effectiveness of programs, communications & engagement campaigns, and training. Implement “train-the-trainer” programs to increase internal district capacity to facilitate long-term ongoing Title IX training. Work with schools and the Office of Student Health and Wellness to administer and track preventative education and training programs designed to increase awareness of Erin’s Law, sexual abuse & misconduct, grooming, sexual harassment, gender discrimination, etc. for students and staff. Compile and analyze data regarding trends, training, complaints, investigations & findings, outcomes and discipline pertaining to Title IX. Manage the organization, tracking and reporting of Title IX cases via the appropriate confidential case management and/or database system. Utilize available data to identify patterns and/or systematic problems related to Title IX across the district and develop action plans to address trends as needed. Develop and present monthly reports to the CEO and Board of Education outlining data metrics, response and preventative measures. Provide annual statistical reporting on the number, nature and disposition of complaints. Performs additional ad hoc duties as assigned.
