Manager, Global Satellite Regulatory Advocacy
The candidate will direct regulatory aspects of spectrum coordination with other users of Starlink spectrum, as identified by the International Telecommunication Union (ITU). Will work with Radio Frequency engineering team in Redmond to manage the development and execution of spectrum sharing strategies between Starlink and other GSO and NGSO satellite systems, as identified by the ITU. Participate in ITU-R working parties and study groups to identify risks and opportunities in the formation of ITU Radio Regulations and associated recommendations and resolutions. Work closely with RF engineering team in Redmond to lead the spectrum sharing studies produced by these groups to ensure best policy outcomes for firm's and Starlink. Direct advocacy for ground infrastructure equipment and hardware. Manage the political aspects of standards making and compliance of firm's and Starlink user terminals and gateway antennas. Work closely with firm's regulatory compliance engineer to follow and influence standards making and compliance process for these products in dozens of international forums and national markets. Direct global regulatory practice to secure necessary licenses, market access, regulatory compliance, and customer support for all firm's spacecraft, earth stations, and services. Develop and administer regulatory licensing application preparation, pursuit, and compliance requirements for global system and service licensing. Advocate to optimize prospective satellite and telecoms regulatory frameworks and policy environments in alignment with firm's business objectives. Represent and promote the company positions before national administrations, regulators, legislatures, and regional organizations. Provide strategic regulatory advice and advocacy support to business development efforts, which may include: Opportunities for regional/national partnerships. Global satellite expansion plans in support of the business strategy for new satellite market requirements and new service offerings initiatives.
