Job Description:
Position Purpose
The Instrument Inspector is responsible for the delivery of instrument and control technical expertise to support refinery operations and maintenance activities. The Instrument inspector provides instrument engineering and design support as well as R&M troubleshooting and field assurance activities.
Delivers instrumentation technical expertise to support reliable refinery production and maintenance including, but not limited to:
Provides day to day instrument and control technical support to refinery Production Department as well as refinery I/E Department as required.
Inspects field construction/installation as needed for instrumentation assurance (example on changes, projects, etc)
Provides support for specialized instrumentation systems including, but not limited to Honeywell DCS, PLC’s, Instrument Protective Functions, Compressor Controls Corporation, Bently Nevada Vibration Monitoring.
Performs plant instrument range changes including required MOC, ISU, Conval updates and all associated documentation updates.
Provides technical expertise to support plant control valves and isolation valves (EIV/EDV/DP70) including, but not limited to valve/actuator selection, sizing, material selection, locating spare parts, and assisting refinery Production and I/E Departments with valve troubleshooting.
Responsible for developing instrument scope for TA and maintenance outages, providing QA on engineering packages and procured parts, field support during execution and documentation post event.
Direct support to Reliability Production Team(s) with responsibility to identify, prioritize, and mitigate threats and opportunities.
Direct support to production teams – Ensure Plan Delivery to identify short term, area threats and help resolve unit constraints.
Provides design, material selection and procurement necessary to issue Engineering Specifications or Bill of Materials for expense category instrumentation projects.
Provides design, material selection and procurement necessary to issue Engineering Specifications or Bill of Materials for T/A expense category instrumentation projects.
Provides instrument and control technical support to refinery T/A Department as well as refinery I/E Department as required during refinery unit turnarounds.
Performs TOP/CR Level 1 and Level 2 Incident Investigations.
Maintain/Update PLC program files and critical instrument program files
As applicable, may support wireless infrastructure and network monitoring
Responsible for supporting equipment care plans within MEC (RCM) – maintaining instrument specific PM procedures, applying PM plans for new equipment or projects, recommending and approving appropriate spare parts.
Authority to approve changes to instrument care plans (tasks and frequencies) based on risk and performance criteria.
Provides initial review of deferrals of PMs to the instrument Technical Authority (typically the instrument team lead)
Provides QA oversight for managed instrument documentation including P&IDs, Instrument Data Sheets, etc.
Provides QA oversight of GSAP hierarchy and nomenclature – ensuring the naming convention and functional set up meet site standards, including BOMs as needed. This role interfaces with the instrument index technician in document control.
Provides input to 10 year infrastructure forecast.
Special emphasis support may be required for Custody Transfer Meters program (calibration & certification)
Special emphasis support may be needed for support to analyzers
Skills & Requirements
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor’s Degree in Chemical/Electrical/Mechanical Engineer or
At least ten (10) years refinery or chemical plant experience in instrument and controls engineering and or I/E maintenance.
Strong problem-solving skills required.
Knowledge of DCS, PLC, and field instrumentation including, but not limited to; instrumentation required for pressure, temperature, flow, level and equipment monitoring controls.
Familiar with instrument and controls related EGGS, DEPS, ISA and NEC guidelines.
Familiar with IPF Systems and guidelines desired.
Knowledge of best practice instrument and controls work processes.
Strong verbal and written communication skills required. Must be able to work with all levels of the organization as well as equipment vendors and contractors.
