Job Description:

What is the role

Plan, schedule, and execute both Instrumentation and Electrical scope associated with Capital Project in accordance with applicable premises, approved work processes, and standards

Lead by displaying Shell’s core values of Care and Respect for People, Integrity and Customer Focus

Responsible for implementation, facilitation, and continued improvement of Shell’s Capital Project Processes

Accountabilities and Responsibilities:

Responsible for two (2) distinct roles (Instruments and Electrical) during the planning and execution of activities prior to and during three specific events encompassing Capital Projects.

Preparing/Validating job plans with optimized job task logic and craft requirements for all approved Instrument and Electrical for Capital Projects.

Identifies all job steps and craft resources needed to execute the work and ensures that these steps and crafts are incorporated into the plan and schedule.

Work with outside vendors to obtain labor, parts pricing and required shop repairs on Control Valves, MOVs, Level Columns, Electrical Breakers, Motors and various instruments and electrical equipment.

Prepares budgets for all instrument and electrical scope of work items including on-site and outside shop repairs and prepares and issues all required requisitions & PO’s.

Prepare staffing plans for all Shell, Instrument and Electrical Contractors and Vendor services companies.

Identify and manage multiple Shell Coordinators for specialized activities such as IPF testing, Control Valve repair, EPMs, etc., during events.

Provide ROMs for all Event scope, scope challenges, and risk registers.

Prepares discipline estimates according to ROMs and staffing plans.

Builds work packages for all instrument and electrical project packages

Build QC packages for instrument and electrical related equipment.

Assists in work scope collection process and significant contributor to the scope challenge and selection process for E/I.

Develops cost estimates for E/I work scope challenge and leads effort for bottoms up detailed estimate for input to FID IP.

Provide support on merging of schedules with other disciplines

Provide Support to all disciplines in Planning/Estimating/Scheduling Phases

Supports the development of the E/I Contract Strategy for Capital Projects

Leads the development of the E/I budget / estimate preparation for Capital Projects.

Responsible for spend against budget for Capital Project.

Optimizes the E/I work plan through coordinated discipline reviews.

Responsible for ensuring all E/I material is onsite prior to field execution

Accountable for the optimization of E/I schedule and efficient execution of Capital Project – leveled resource plan, critical path / near critical path understanding, and minimization of schedule complexity.

Development the Capital Project E/I execution organization plan across multiple events

Manages E/I work force levels and is accountable for work force efficiency.

Responsible for development of E/I Capital Project logistics plans (if not handled by others).

Responsible for proper completion and turnover of all work packages and systems during execution.

Ensures compliance to plant orders, policies and procedures including, but not limited to Capital Project process, AMS, MOC, quality, and addenda processes.

Provides a critique of Capital Project activities after completion of project, participates in Lessons Learned and Lookback process.

Is mindful of and continues to look for opportunities to reduce scope creep. Plans and executes with Lean mindset and identifies waste elimination opportunities.

Requirements:

Must have legal authorization to work in the US on a full-time basis

High School Diploma or GED at a minimum

5 or more years of experience in a manufacturing /industrial environment.

5 or more years of experience in maintenance, turnarounds, projects and/or engineering at manufacturing facility (Chemical and/or refinery preferred).

Experience leading team and managing maintenance, Turnarounds or Construction in a manufacturing facility.

Managing OPEX and CAPEX budgets while meeting scope commitments.

Managing the development or implementation innovative tools or work processes to plan and execute work. Digitalization and Innovation.

Working knowledge of Capital Project / Non-Routine work processes.

Leader with ability to lead transformational improvements in a rapidly changing environment.

Electrical and Instrumentation SME a plus.

Demonstrated crafts leader.

Excellent communication skills and customer focus.

Ability to work collaboratively at all levels in the organization and influence across functions.

Knowledge of contracting and procurement processes.

Knowledge of HSE management systems.

Leadership and coaching skills.

Team building skills.
