Risk Management Director

Oversees the Agency's risk management activities including, but not limited to, procurement, insurance coverage and legal compliance.

Assist in the fulfillment of the agency's vision, 'For Those We Serve,' by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.



Works with Chief Financial Officer (CFO) to develop and maintain Agency wide procurement policies and procedures.

Leads strategic procurement activities and monitor adherence to Agency policy and regulatory compliance. Manages and develops strategic partnerships with suppliers, vendors, and stakeholders to ensure procurement contract terms are met.

Responsible for collecting and maintaining all real estate records (Deeds, transactions, recent assessments, etc.)

Performs financial analysis for purchases and renewal decisions.

Manages direct procurement performance based on clearly defined financial and non-financial measurements.

Monitors efficiency, quality and success of the procurement activities and services.

Monitors supplier quality and intervenes where necessary to ensure quality supplier performance.

Maintains records of Fresno EOC inventory in compliance with funding requirements and Agency procedures.


Oversees and negotiates Agency risk management insurance according to Agency policies and procedures. This includes liability insurance, automobile insurance, Employment Practices Liability Insurance, worker's compensation insurance, Accidental Death & Dismemberment, fidelity, etc. Works with appropriate program/division director to ensure suitable insurance is obtained.

Markets renewals and new business to appropriate insurance carriers.

Obtains insurance bonds, as required.

Analyzes risks and makes appropriate recommendations.

Oversees Request For Proposal process to obtain appropriate insurance.

Performs risk management based on claims history.

Assists with claims reporting and filing as needed for Directors and Officers Liability claims and other appropriate claims as needed. Monitors claims processing to ensure claims are closed out timely.

Issues and maintains certificates of insurance with proper endorsements on relevant insurance policies and communicates this to carriers.

Responsible for issuance of auto ID cards.

Maintains all insurance policies.

Reviews and maintains insurance certificate received by the Agency from service providers / vendors.

Completes workers' compensation experience modification projections for monitoring and review of issued experience modification for accuracy.

Assists with safety training and/or provide linkage to such resources.

Reviews disaster planning strategies.


Ensures the organization's risk management policies and strategies are in compliance with applicable regulations, rating agency standards, and strategic imperatives of the organization.

Oversees and monitors all operations risk management activities of the agency.

Monitors and analyzes risks within the agency and reports on these risks to CFO.

Reviews routing contracts for appropriateness, insurance requirements, and any unusual provisions.

Reviews leases for reasonableness and for compliance with funding source requirements.

Maintains an updated contract template for use that contains sample provisions required and/or suggested for inclusion for a non-profit agency.

Reviews correspondence with funding agencies regarding any findings and/or questioned/disallowed costs.

Assists with review of retirement plan matters as they arise.

Provides advice in handling of client matters with the potential for litigation, if they arise.

Reviews Access Plus Capital lending documents for appropriateness.

Reviews and represents Access Plus Capital's borrowers' delinquency issues as well as on bankruptcy cases.

Travels for agency business using personal vehicle.

Performs other duties as assigned.

Position Requirements

Bachelor’s Degree in Business Administration or related field. Work experience may substitute required education on a year-by-year basis.

Juris Doctor Degree preferred.


Minimum of 5 years related work experience, preferably in the human service field, demonstrating the ability to perform the essential functions of this job.


Proficient in Microsoft Office Suite and related business software.

Effective presentation, written and verbal communication skills.

Working knowledge of organization and decision making principles and processes.

Ability to interpret and explain legal aspects and ramifications of contractual agreements.

Able to establish effective relationships with staff and the public contacted in the performances of duties.

Exhibits a high degree of ethics and integrity.

Position may require obtaining appropriate insurance brokerage licenses.

Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law.
