Safety and Occupational Health Specialist - GS 09 - 11
The candidate will be responsible for:
GS-09 level: Lead the safety program for SMA operations in Hawaii. Serve as Safety Coordinator and chair the SMA safety committee. Plan and implement safety training programs. Coordinate safety and security drills. Periodically inspect SMA facilities and identify any safety hazards. Plan and implement regular inspections and maintenance of safety systems, including fire alarms and extinguishers, first aid kits, etc. Maintain inspection documentation. Investigate incidents, document findings, and correct causes. Oversee implementation of high altitude physical exams for SAO staff working at the SMA on Maunakea. Monitor compliance with SI safety policies. Maintain required safety documentation in accordance with SI policies. Coordinate METR inspections with SI OSHEM and implement any recommendations. Ensure all necessary safety and personal protective equipment is procured in a timely manner. Ensure staff receive proper training in use of safety equipment. Monitor SMA environmental compliance with applicable SI policies and federal, state, and local regulations. Maintain cognizance of occupational safety and health standards applicable to SMA operations through research and relevant training. Liaise with safety officers at other Maunakea observatories. Oversee the maintenance and repair of SMA facilities, including electrical, mechanical, structural, plumbing, and HVAC systems. Plan regular inspections, testing, and preventative maintenance of facility systems. Assess the physical condition of the facilities and initiate action to correct any deficiencies. Prepare detailed specifications and statements of work as needed to obtain cost estimates from qualified contractors. Monitor work of external contractors, checking compliance with specifications and documenting any irregularities. Perform maintenance tasks. Maintain adequate inventory of maintenance and repair parts. Maintain facility documentation, including inspection reports, maintenance records, as built drawings, etc.
In addition to the duties at the GS-9, GS-11 will: Lead the safety program for SMA operations in Hawaii. Design and implement an overall safety program—including relevant training programs—for SMA staff, affiliates, contractors, and visitors. Chair the SMA safety committee. Convene and coordinate regular meetings. Maintain meeting minutes and related documentation. Evaluate safety and environmental health at SMA facilities through periodic inspections. Conduct thorough investigations of any safety incidents; document findings; analyze incident data to identify underlying causes; and recommend improvements to eliminate or mitigate any identified hazards. Act as liaison to OSHEM, coordinating the annual Management Evaluation and Technical Review (METR) and implementing any recommendations. Provide technical advice to SMA management on safety issues related to SMA operations. Advise supervisors and staff of appropriate safety and occupational health measures to control or eliminate hazardous operating procedures or environmental concerns. Recommend accident prevention measures to promote the safety of SMA staff, affiliates, contractors, and visitors. Support the SMA and SAO management in preparing and maintaining a Disaster Preparedness Plan for SMA. Oversee implementation of high altitude physical exams for SAO staff working at the SMA on Maunakea. Prepare the annual budget for SMA safety expenditures, including training programs. Plan and implement regular inspections and maintenance of safety systems, including fire alarms and extinguishers, first aid kits, etc. Maintain inspection documentation. Ensure all necessary safety and personal protective equipment is procured in a timely manner. Ensure staff receive proper training in use of safety equipment. Oversee the maintenance and repair of SMA facilities, including electrical, mechanical, structural, plumbing, and HVAC systems. Support SMA management in preparing the annual budget for maintenance work. Serve as COTR for maintenance, repair, and construction contracts. Travel is required.
