SUMMARY
Eagle Eye Electric, LLC, a subsidiary of **MEMBERS ONLY**SIGN UP NOW***., is currently seeking a qualified Engineering Technician IV for the Yuma Desalting Plant in Yuma, AZ. The Engineering Technician IV will assist in the performance of Eagle Eye Electric, LLC.  instrument and computer programming requirements in support of the Yuma Desalting Plant (YDP) Operations and Maintenance Support Services Contract.
ESSENTIAL DUTIES & RESPONSIBILITIES

intended to reflect all duties performed within the job. Other duties may be assigned.
The purpose of the position is to perform work necessary to install, test, integrate, maintain, and modify IT systems.
Provide
engineering technician support for computer systems that operate or are involved in the operation and maintenance of the Yuma Desalting Plant (YDP) and Water Quality Improvement Center (WQIC).
Provide primary engineering support for plant control and data collection systems and will ensure Department of Project Management Office (DPMO) compliance with Information Technology (IT).
Perform engineering technician services in support of engineering for the YDP Distributed Control System (DCS), and other Yuma Area Office (YAO) equipment/facility systems (such as the Plant Information Management System (PIMS).  This requires extensive familiarity with the YDP and the WQIC and their related operations and processes, including both hardware and software
(Familiarity training will be provided by staff personnel.
Perform PIMS administrative and development tasks, including system maintenance and upgrades, developing new screens to depict operating equipment and instrument readings, and troubleshooting existing data readouts to resolve problems.
Update systems and databases to reflect changes occurring from maintenance, operations, and research projects done in the YDP or WQIC.
Research, install, and administer software used to protect machines from equipment failure and viruses.
Develop and document data backup and restoration procedures for operating systems and control strategies for the YDP DCS systems.
Execute backups as directed and troubleshoot problems.
Develop and maintain system documentation and user operating procedures for PIMS, the YDP DCS, and other YAO equipment/facility control systems.
Serve as a computer system analyst knowledgeable in the application of DCS/SCADA systems used in the water treatment industry.
Provide IT support to engineers, technicians, and managers at YAO, Denver, Regional, and Reclamation offices in the area of the computer systems process and operational control.
Maintain knowledge on state-of-the-art computer systems that could be applied at the YDP, or WQIC, including programming languages, hardware, and software.
Assist in the day-to-day system security to include physical security, personnel security, incident handling, security awareness, continuity of operations, training, and education.
Ensure that appropriate managerial, operational, and technical controls are implemented correctly, operating as intended, and producing the desired outcome with respect to meeting the security requirements for the hardware and software installed.
Research potential impacts to IT systems due to installation of patches and security updates.
Prepare analyses and recommendations. Discuss these and pursue the appropriate course of action in coordination with both the Government IT and engineering staff.
Conduct feasibility studies preliminary to application system changes, or proposed changes in
equipment.
Evaluate the benefits of various equipment configurations, including compatibility with existing equipment.
Complete analytical, evaluation tasks concerned with installing, testing, integrating, maintaining and modifying existing computer systems and assisting others in the use of those systems.
Install and provide user support for system configurations and network configurations including connectivity links between computers, local area network components, and other communications devices.
Serve as an IT Specialist on day-to-day equipment matters and as liaison with vendors, where computer equipment and software resources are concerned.
Perform a variety of analytical and evaluation work associated with installing, testing, integrating, maintaining, and modifying existing computer systems and assisting others in the use of those systems.
Evaluate and prepare written assessments of newly developed commercial system products.
Install and set up new equipment including operating system software.
Visit sites to inspect equipment, provide training or assistance on any aspects of its operation, maintenance, use of standardized software, and system management.
Install and administer Reclamation mandated software used to protect machines from viruses.
Respond to end-user application failures by identifying and solving hardware and/or software problems.
Perform basic troubleshooting of computers, associated communications interface devices, and network connectivity problems.
Develop and support the implementation of the YDP DCS System Security Plan, the Information System Contingency Plan, and other documents associated with system security or certification.
Work with the local and Regional IT Security Managers to mitigate identified IT security vulnerabilities.
Prepare and manage necessary standard operating procedures, drawing configurations, forms, and documentation necessary to comply with evolving requirements.
Develop, and assist in testing, IT system contingency plans.
Coordinate these activities with YDP Desalting Office staff, identify potential issues, and resolve them. Ensure the security requirements are integrated and/or executed in a way that will result in an acceptable level of risk as documented in the system’s security plan.

Have the ability to develop, and assist in testing, IT system contingency plans.
Identify potential issues and resolve them.
Ensure the security requirements are integrated and/or executed in a way that will result in an acceptable level of risk as documented in the system’s security plan.
High school diploma or equivalent.
Valid Arizona Driver’s License
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of SCADA control systems from a user standpoint is preferred.
Excellent customer service skills, including verbal communication and interpersonal relations skills
Excellent planning and organizational skills.
Basic analytical and creative problem-solving skills, along with a positive attitude and willingness to learn
Proficient with Microsoft Office Suites software, Excel, and Word
Preferred
College computer science AS degree
Continuing education or equivalent in computer programming
Field experience in computer programming.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 
Job is performed in an office and field setting.  During work in the field setting, the candidate will be exposed to an environment typical of the southwest desert.   The candidate may also at times be required to work around chemicals typical of a water treatment facility.
SUPERVISORY RESPONSIBILITIES
No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, will be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to YDP.  Must have reliable transportation to/from work.
