Regulatory Affairs – ERCOT
What’s the role?
Job Description
Regulatory Affairs is embedded in Shell Energy’s commercial business and is a strategic partner with Shell’s businesses and functions in the delivery of Shell’s Purpose and Strategy. For example, the team facilitates transactions, risk management and value creation through regulatory intelligence, advocacy in regulatory processes and deep technical understanding of natural gas, power, carbon and renewable market rules, and their commercial implications
The role’s objective is to monitor and participate in ERCOT stakeholder processes, provide Shell Energy and Renewable and Energy Solutions (R&ES) businesses with information about rule changes and other developments that impact company positions or operations. Also, this role will be responsible for following developments before the Public Utility Commission of Texas (PUCT), Texas legislative proceedings, and other regulatory or government agencies that affect gas and power marketing and trading activities and report on such developments to relevant groups within the company.
Key accountabilities and responsibilities of the role are:
Reviewing and coordinating with state agencies for operational and compliance issues
Reviewing rules affecting implementation of projects being evaluated
Working with state agencies to register new projects to enable participation in ERCOT market
Monitoring and analyzing wholesale electricity market design changes, including reviewing ERCOT protocols, and provide input on suggested improvements
Preparing reports responding to inquiries from ERCOT, other RTO/ISOs, and regulatory or government agencies.
Support modeling that will estimate the market impacts of projected structural and regulatory market design changes in RTO/ISOs
Skills & Requirements
What we need from you –
This position requires an energetic and motivated individual who enjoys working within a team. The successful candidate should have the ability to simultaneously balance multiple tasks and work in various fields of law. The position requires
Must have legal authorization to work in the US on a full-time basis
Candidate must have a minimum three years’ experience in the electric industry
Bachelor’s degree Economics or Engineering or relevant work experience preferred
Must have experience with data analysis and wholesale electricity market rules
Demonstrate proficient technical skills with common business applications such as Excel, PowerPoint, and data analysis software
Experience in modeling related to RTO/ISO market design and rule changes is highly desirable
Candidate must have strong communication skills
Regulatory Affairs experience preferred
