The candidate serves as the Administrative Officer of the VISN 20 Caregiver Support Program. Will be responsible for administrative operations and management, budgeting/ fiscal management, and personnel administration for the Program. This position serves as the primary point of contact for all facility VISN 20 Caregiver Support Program Managers and VISN 20 Centralized Eligibility & Appeals Team (CEAT) on all administrative questions. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources: staffing, contracts and community care. Routinely evaluate and recommend ways to improve the effectiveness and efficiency of work within the VISN Program. Analyzes programmatic level, service level, and divisional level budgets, reviewing for accuracy, efficiency and sustainability. Collaborates with Facility Program Managers, VISN20 CSP Lead in reviewing Program needs, plans, and goals to develop budget data and justification for review and approval. Incumbent is the key point of contact for the fiscal department preparing the annual budget package for submission with Management Briefing for strategic planning and forecasting. Directs budget execution, monitors balances, status of projects, and recommends reprogramming of funds as needed. Works with other VISN 20 facilities and National CSP Program Office on cost transfers and reconciliations. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented. Routinely applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Routinely utilizes analytical techniques and evaluation criteria to measure and improve program productivity. Acts as a liaison or handles the communication with persons and/or groups within and outside of the VISN20 Network, Western States Consortium and National Program Offices. Researches and/or analyzes unstable or complex program issues. Coordinates with the VISN CSP & CEAT Program. Develops, implements and evaluates program and processes within the VISN 20 CSP Program. Monitors effectiveness, efficiency, and productivity of the programs. Performs the full range of personnel management and administration for the Program. Acts as the liaison for the human resources office concerning all personnel-related matters. Provides advice and assistance to Facility Program managers and VISN 20 CEAT staff concerning Federal and agency personnel processes and procedures. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Calls attention to problems that require management or human resource office intervention or correction. Keeps managers informed of the status of on-going personnel actions. Provides managers with tools and resources for monitoring staffing education and training requirements. Provides advice on solving complex personnel-related problems. Develops both long and short-range policies and plans for the division by coordinating the administrative needs of the organization for which accountable. Plans and supports committees and data collection and reporting for Strategic Objectives and Performance Improvements program. Defines the goals to be met, envisions alternative policies, recommends a course of action, and implements the alternative chosen. Will recognize the need for new policies and bring such policies to the attention of the VISN 20 CMO & Caregiver Support Lead. The policies and procedures dealt with are for all of the various aspects of the division including budget and fiscal management; supply, service and equipment procurement, personnel and workforce utilization; contract negotiation, construction/renovation and space utilization
