Manager Legislative Initiative and Compliance Services
The candidate drafts contract terms and other documents for review and ensures that documents form a sound and complete contract. Reviews proposed state and federal legislation and regulations and recommended MTA position on same. Prepares draft responses to audits by federal, state and internal auditors. May assume the identified responsibilities of the Senior Manager-Legislative Initiatives and Compliance Services in their absence. Identifies risks and provides documentation requirements for internal control tests. Assists in developing strategies/solutions to improve methods of procurement. Reviews and analyzes data to improve the procurement process and works with senior management to achieve improvement. Bachelor's Degree in Business Administration, Public Administration, Engineering, Law, Finance, Economics, Liberal Arts, or a related field. Juris Doctorate Preferred. Should have 5 years of related experience in contracts. An equivalent combination of education and experience may be considered. Knowledge of matters involving public work projects or construction projects. Knowledge of contract terminology and terms and conditions. Comprehension of relevant local, state and federal laws, rules and regulations. Strong interpersonal, analytical, problem-solving, organizational, negotiation and communication skills. Advanced knowledge and use of Microsoft Office Suite.
