HR/Labor Relations Associate
Duties: Under supervision of Director of Labor and Employee Relations, with latitude for independent initiative and judgment, responsible for assisting with all aspects of personnel administration, and employee/labor relations. Includes such activities as recruitment, selection and placement, classification, salary administration, employee training and development, employee/labor relations, benefits, leaves and employee record information programs. Assist with recruiting, screening and facilitating of placement for CHS candidates. Prepares management information data regarding employment trends. Analyzes employment conditions and makes recommendations. Reviews existing personnel procedures and makes recommendations for modifications. Performs studies regarding application for electronic data processing. Counsels supervisors and/or employees regarding personnel problems, job difficulties, and training and development opportunities. Coordinates in-house training activities including employee orientation programs and acts as liaison with outside agencies collaborating in local training programs. Participates in implementation of employee performance review programs and recommends proper use and application to assure optimum results. Analyzes local training and development programs and needs and recommends modification. Participates in development of curricula, course content, teaching aids and trainer instruction programs. Assist Director as needed with employee interviews. Assists in collective bargaining negotiations, arbitration, mediation impasse and other proceedings. Provides necessary research support and backup material in the conduct of negotiations and resolution of labor management issues; cost estimates and analysis of union demands. Assist Officers, Executive Directors, Executives, Personnel Directors and Administrators in interpretation and administration of contacts. Analyzes employee environment and morale to assess status. Makes recommendations for improvements to minimize sources of employee grievances. Participates in employee activities, programs and events. Coordinates efforts with union counterpart. Investigates and processes employee grievances and works towards successful resolutions. Studies existing and proposed titles in classification system. Performs classification studies, analyzing the nature and difficulty of work, the degree of supervision and responsibility involved, and the education and experience required for proper performance. Conducts out of title investigations, analyzes positions of complex and highly confidential nature, and makes recommendations on allocation to classes or recommendation for new class. Reviews requests and assists with administration of accommodations as related to Equal Opportunity and Affirmative Action. Participates in research projects to determine the effectiveness of various personnel programs and engages in policy studies involving alternative proposed programs, policies and procedures. Assists with the administration of employee leaves and benefit plans. May represent Personnel Department on in-house committees such as risk management, fire and safety training, and may represent the Director at conferences, meetings and committees. Maintains liaison with corporate officers, government agencies, educational facilities, community and civic groups. Assists in preparing statistical analysis, progress activity and other reports. Coordinates data and information with the Personnel Services Management System. Performs other related duties as assigned.
