Vice President - Human Resources
The candidate will assume command of the Human Resources Department with full management responsibility for all departmental functions, personnel and activities including regulatory compliance. Provides leadership in the development, maintenance, updating and enforcement of all personnel policies and procedures. In collaboration with the SEVP, develops and implements the Human Resources goals, objectives, policies and priorities for each assigned service area; established within firm policy, determining appropriate service and staffing levels and the allocation of resources accordingly. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes. Serves as lead management official in negotiations with labor unions, including development and analysis of total compensation packages and working conditions; strategies for presentation of bargaining proposals; prepares economic analysis of union proposals. Represents firm as spokesperson in meetings with employees and employee organizations regarding all personnel matters, including resolution of disputes. Responsible for the prompt investigation of all employee complaints and EEO matters including the preparation of memoranda of understanding, investigative reports, correspondence and related documents. Performs complex research and analysis regarding ADA, Title 7, FMLA, FLSA and other statutes or regulations covering employees in the workplace in the State of Pennsylvania, and in support of employee relations program activities. Assists with the administration of firm’s compensation plan; conducts salary surveys; establishes and reassigns job classes to pay grades. Develops and administers the departmental budget; forecasts funds needed for staffing, training, equipment, materials, and supplies; monitors and approves expenditures; prepares and presents to the SEVP budgetary adjustments as necessary. Provides leadership and works with department executives to develop and retain highly competent staff through selection, compensation, training and management practices that support firm’s mission and values. Prepares reviews and approves the formal performance evaluation of human resources staff, providing coaching and other development activities. Prepares and presents staff reports and other necessary correspondence; prepares and presents oral and written reports to Senior Executive Staff, Board of Commissioner and other groups, as required. Reviews local, state and federal legislation to determine impact on employee relations policies and strategies; prepares and coordinates responses and recommendations as appropriate. When called upon, attends various events as a firm representative; participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of labor relations and human resource management. Maintains absolute confidentiality of work-related issues and firm information; performs related duties and responsibilities as assigned.
