Profile

The Seattle Office for Civil Rights (SOCR) is seeking a leader who will help the City reduce the use of the criminal legal system to address issues related to poverty, mental health, and substance use. The position will play an integral role in advancing the policy goals of the Seattle Office for Civil Rights and its Race and Social Justice Initiative (RSJI). 

  The Seattle Office for Civil Rights (SOCR)

works to achieve race and social justice, advance and protect civil rights, and end barriers to equity in the City of Seattle. We enforce local and federal discrimination rights laws in employment, housing, public places and contracting within Seattle city limits, as well as civil rights protections such as Seattle's all-gender restroom ordinance, ban on providing conversion therapy to minors ordinance, and Fair Chance Housing ordinance. SOCR educates the public on the laws that protect all of us and helps businesses and housing providers operate free of discrimination. 

The Policy Division’s  Criminal Legal System Project

advances Seattle's commitment to social justice and ending institutional racism, ableism, and transphobia, in the criminal legal system through strategies premised upon the principle that those most impacted by--and those historically absent from--reform discussions are given the capacity and space to lead efforts to transform the current system.?These efforts have included work to support the City’s commitment to reach zero youth detention, the Seattle Reentry Workgroup and accompanying  Reentry Report

and the  2020 Community Taskforce on the Criminal Legal System

. The Strategic Advisor will be a member of the Policy Division and report to the Policy Manager.

Job Responsibilities:

The Criminal Legal System Strategic Advisor advocates for systemic change, grounded in principles of racial equity and social justice.

Here’ more about what you’ll be doing: 

 Co-Lead the City’s Jail Use Review Team which engages City departments on the use of the King County Jail for misdemeanor defendants.  Coordinate criminal justice reform efforts across the City, with community and other government and institutional partners.  Research, analyze, and elevate best practices and community needs with an emphasis on approaches that center communities most impacted by the adult criminal and juvenile justice systems.  Develop and maintain partnerships with City and County departments, advocacy organizations, law enforcement, other institutions, and community organizers working decreasing the reach of the criminal justice system.  Develop and nurture existing community partnerships and build relationships with communities most impacted by racism and poverty. Organize and support community-driven policy solutions related to criminal legal system reform through authentic collaboration with communities most impacted.   Guide policy development including legislation drafting and manage rulemaking process.    Actively participate in the work of the Policy Division.

Qualifications:

Specifically, you’ll be prepared to take on this role if you have a combination of the following:

  Experience in:

 Advocating and developing public policy that advances social justice and ends institutional racism within the criminal legal system. Constructing and communicating high-quality reports and presentations that make use of qualitative and quantitative data to make an argument, tell a story or share a policy position.  Analyzing policies or developing programs that address issues of racial inequity in an independent, self-directed manner.  Navigating institutions to promote and get buy-in on innovative and potentially controversial strategies. Addressing race and gender inequities through a strong racial and gender justice analysis.

Knowledge of:

The criminal legal system, the contributors to inequity within the institution and the harm caused by the system.  Racial equity, social justice principles, and the harms of institutional racism, with the demonstrated ability to apply this knowledge to policy advocacy and analysis. Project management skills, including the ability to produce, track and manage multiple deliverables with overlapping deadlines. Proficiency in Microsoft 365 suite of products for communications, analysis, presentations, and reports.

Substantial skills in:

 Building collaborative, productive, and respectful relationships with community leaders, institutions, and organizations. Creating trusted relationships with communities of color, gender diverse communities, immigrant and refugee communities, disability communities, and others.  Outstanding project management skills, including the ability to produce, track and manage multiple deliverables with overlapping deadlines in a high-performing, political environment.  Modeling race and gender equity in relationships with co-workers, colleagues, community, and others.
