Director Of Contracts
The candidate will oversee contracts, quality, and manages corporate compliance agency-wide. Reports to the Executive Director and Governing Board, by monitoring and reporting on status of contracts and agreements, compliance and quality programs for the Agency. Will be on overseeing Contracts, Corporate Compliance and Quality as follows: Administers AASA/Agency guidelines and operational procedures at the service provider level. Oversees the maintenance and revisions of the Service Provider Operational Manual; monitors and provides assistance and program development resources to subcontract organizations. Review and maintains records of contract service provider complaints and grievances. Manages fiscal and administrative review of grant and contract proposals. Oversees contract negotiations and provider organizations assessment/monitoring visits, concentrating on program aspects. Negotiates, binds and commits the Agency to matters of significance. Coordinates Fiscal and Administrative review of grant and contract proposals. Manages both the pre and post contract awards to ensure compliance with all applicable policies, procedures, rules and regulations. Recommends training for service providers, as appropriate, on legal requirements. Oversees development, maintenance and revisions of policies and procedures by the Quality Manager for the general operation of the compliance programs and its related activities to insure prevention of illegal, unethical or improper conduct. Plans, coordinates, negotiates and carries out activities to oversee and complete the Agency’s AIP, MYP, and the annual RFP process.Oversees quality and assurance of all programs and reports within the agency, and responds to alleged violations of rules, regulations, policies, procedures and standards of conduct by evaluating or recommending the initiation of investigative procedures. Acts as an independent review and evaluation body to ensure that compliance and quality issues and concerns within the organization are being properly evaluated, investigated and resolved. Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution or problematic issues, and provides guidance on how to avoid or deal with similar situations in the future. Completes necessary follow-up in compliance with Federal, State and Region VII guidelines. Work with the Human Resource Director and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for all employees and managers. Evaluate the appropriateness of quality assurance standards. Must be willing to learn the essential functions of the Director of Legal Aid position.
