Director, Health Policy and Reimbursement
The candidate will provide leadership on federal (US) and state payer issues and federal engagement across therapeutic areas and will positively shape public policy and the reimbursement environment to execute successful public and private payer strategies including coverage, coding and payment policies for the current marketed and pipeline products. Will recognize, assess, and communicate key policy issues that may have short- and long-term impacts on the firm and the biopharmaceutical industry. Will focus on understanding the impact of public/government sector trends and initiatives with respect to patient access, reimbursement, and quality. Will help translate policy developments into meaningful direction and strategic advice to various levels of stakeholders within and outside of the company. Will perform a wide range of activities related to better understanding current trends in healthcare and specifically policy trends that impact the public payer marketplace; specifically, help identify relevant sources and manage the analyses to better inform understanding of enrollment, coverage, coding, payment policies, and quality measures. And also, analyze proposed legislation and regulation to determine the potential impact. A BA or BS is required; a graduate degree (JD, MS, MPH, MPP, MBA, or MSc) is strongly preferred. Should have 10+ years of healthcare experience (examples include key government agencies such as HHS, CMS, CBO, OMB, or FDA; healthcare consulting firms; pharmaceutical, biotechnology, managed care or other healthcare industries; or patient, provider, or trade associations). Having payer or provider experience is a plus. Should have an advanced understanding of federal and state regulatory processes, federal regulatory bodies that monitor and implement health programs, healthcare policy development and the administrative structure of funding sources for government agencies. Should possess superior problem-solving, analytical and multi-tasking abilities, as well as excellent communications, presentation, collaboration and management skills. A solid understanding of public payer (Medicare, Medicaid, VA, DoD, and 340B programs) programs and policies is strongly preferred, including knowledge of Government price calculations and compliance regulations, as well as a proficiency with current pharmaceutical and biotech sales, contracting, and reporting systems (for example, Contracts and Rebates Systems).
