The GS 13 Homeless Program Manager is responsible for oversight of clinical performance measures pertaining to homeless veterans that includes Homeless Hotline, Homeless Clinical Reminders, Homeless Outreach Functions and Homeless Operation Management Evaluation System (HOMES) program. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the staff of the assigned program. The incumbent will assure that staff whom they supervise are aware of and adhere to all current VHA directives, meet current Joint Commission Standards, CARF Standards, State licensure standards, and VA OIG expectations. Case load duties may be assigned, depending on staffing levels, and medical center need.

The GS-13 Homeless Program Supervisory Social Worker is an advanced practice social worker and must be licensed or certified by a state at the highest practice level which includes an ASWB advanced generalist or clinical examination.

The GS-13 Homeless Program Supervisory Social Worker is responsible for the operations of the RVAHCS Outpatient Homeless Programs. This includes monitoring contracts in collaboration with Contracting, overseeing grant recipients, and coordinating services across multiple divisions including the Mental Health Division, Primary Care, Facility Management, Inpatient Services, and various other RVAHCS departments. The incumbent is also the liaison between the RVAHCS and the local Continuum of Care (CoC) and participates in high level oversight activities with various community agencies as they relate to services for Homeless Veterans. The Homeless Program Manager has supervisory and program oversight over the entire outpatient homeless program staff.

The incumbent oversees the use of the information and analytical systems developed by the VA North Eastern Program Evaluation Center (NEPEC) and Homeless Operation Management Evaluation System (HOMES). Further the Homeless Program Coordinator manages information and data required by the various systems within RVAHCS to evaluate and enhance the quality of service provided to veterans receiving care through the homeless program. The incumbent oversees the development, implementation, evaluation and clinical guidelines and protocols.

FUNCTIONAL STATEMENT - GS 13 Supervisory Social Worker Homeless Program Coordinator for the RVAHCS Homeless Programs and establishes appropriate utilization of services.

The incumbent supervises a group of employees performing work at various GS levels with several GS12s and will provide administrative, technical and clinical supervision necessary for accomplishing the work of the unit. As such, the incumbent may perform some or all of the following administrative and personnel management functions relative to staff supervised: establishing guidelines and performance expectations for staff, communicating guidelines and performance expectations through formal employee performance management system, observing workers performance, conducting work performance evaluations, providing informal feedback, resolving informal complaints and grievances, developing work place improvement plans, recommending personnel actions such as necessary, advising and counseling workers related to work and administrative matters, effecting disciplinary measures as appropriate to the authority delegated in this area, reviewing and approving or disapproving leave requests, assuring that subordinates are trained and fully comply with provisions of the safety regulations, and generally exercising supervisory authority and responsibility involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Education: Must have a Master's degree in Social Work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. (TRANSCRIPTS REQUIRED)Licensure: Must be licensed or certified by a state to independently practice social work at the advanced practice level. (COPY OF LICENSE REQUIRED)

GS-13 Experience: Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Supervisory Social Workers at the GS-13 grade level typically supervise a significant number of professional staff at the GS-12 grade, including advanced practice social workers and social worker program coordinators. They are responsible for the professional and administrative management of an area in a social work service, in a care line, or across multiple sites, e.g. multi-division facilities and CBOCs with a large number of supervisees at the GS-12 grade and below. They typically also provide direct clinical services.In addition, you must demonstrate the following Knowledge, Skills, and Abilities:
1. Ability to independently organize work, set priorities, and meet multiple deadlines.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to ensure provision of clinical social work services by supervised social workers.
4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.

Physical Requirements: The work requires extreme patience and controlling of emotions. The work may require using appropriate techniques to physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled veterans. Day-to-day work involves sitting, walking, standing and carrying light objects, such as medical records. Work is typically performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless population. Much of the work is performed in a setting away from the office, where the environment cannot be controlled.
