About Us
The North Carolina General Assembly is the bicameral legislature of the State of North Carolina, composed of the Senate and the House of Representatives. The North Carolina Constitution grants the General Assembly authority to make or enact laws; to establish rules and regulations governing the conduct of the citizens, their rights, duties, and procedures; and to determine the consequences of certain actions.
Overview
The Legislative Analysis Division (LAD) is a legal research and analysis division of the nonpartisan Central Staff of the North Carolina General Assembly. It provides services to legislative committees and all 170 legislators regardless of chamber or political party. LAD Staff Attorneys assist standing policy committees that review bills under consideration by the General Assembly. Committee staffing includes producing analyses and summaries of bills, drafting amendments, and answering questions related to bills and operation of the committees. LAD Staff Attorneys also assist oversight committees; provide legal, policy, and general information to legislators and legislative committees; and draft bills on a limited basis.
The General Assembly offers (i) competitive State salaries with opportunities for incremental promotions and raises due to a structured career progression plan, as well as longevity pay after 60 months of State service with the General Assembly, (ii) annual continuing legal education and professional development with organizations such as the National Conference of State Legislators and the UNC-Chapel Hill School of Government, and (iii) the opportunity to work with legislators and stakeholders from all political parties and across State and local government while gaining firsthand knowledge of the legislative process.
Description of Work
Individuals hired for these positions will perform the general duties of an LAD Staff Attorney as outlined in the overview and duties. Each of the three positions hired must have or develop a specialized base of knowledge in one of the following categories:
Criminal Law
Local Government Law
Elections Law
Example of Duties
Staffs standing committees: analyzes and summarizes legislation; drafts legislation, including proposed committee substitutes and amendments; answers questions related to legislation considered by committees; assists with answering questions on parliamentary procedure related to the conduct of standing committee business.
Staffs interim committees: assists with development of agendas and identification of speakers; assists with meeting arrangements; prepares background materials; assists with drafting of committee reports and legislative proposals; assists with answering questions on parliamentary procedure related to the conduct of interim committee business.
Meets with interest groups and government agencies on behalf of committees and individual legislators.
Conducts legal and general research to respond to information and constituent requests from legislators.
Submits work product to senior staff for review.
Develops work priorities and assignments at the request of or in consultation with senior staff.
Maintains confidentiality at all times.
Performs other duties as assigned.
Knowledge, Skills and Abilities/Competencies
An applicant for the Staff Attorney positions should be able to:
Analyze and interpret legislation, constitutional provisions, statutes, administrative rules and regulations, and caselaw.
Present information clearly and concisely, both verbally and in writing.
Draft legislative documents.
Perform legal, policy and general research.
Develop practical knowledge of federal, state and local government organization and functions.
Develop practical knowledge of the legislative process.
Develop a specialized base of knowledge in one or more assigned areas.
Function as a conscientious employee with a strong work ethic and attention to work product and process details.
Work cooperatively with members of the Division and other Central Staff, legislators, political staff, and the public.
Work objectively and impartially with members of all political parties on all policy issues.
Maintain composure under pressure, exercise good judgement, and demonstrate strong interpersonal skills.
Work extended schedules to meet the needs of the General Assembly.
Minimum Education and Experience Requirements
An active license to practice law in North Carolina; applicants who have sat for the bar exam but not received their results will also be considered.
Preference will be given to applicants with at least two (2) years' experience practicing criminal law, local government and/or elections law.

Writing sample: Evaluation of writing samples is an important part of the selection process. The writing sample should reflect only the applicant's own work and must be accompanied by a separate note indicating the extent to which the sample has been edited by another. There is no maximum allowed length for a writing sample, but a writing sample exceeding five pages may not be considered in its entirety.
