Seattle Public Utilities (SPU) is offering a exciting opportunity for a Emergency Management Planning Coordinator (P&D Spec Sr.) in the Risk & Quality Assurance Division.

This position will be tasked with the development and updates of SPU's Emergency Management Plans. This work will align with the

 SPU's Strategic Business Plan

, ensuring public and environmental health to SPU's staff and community.

Job Responsibilities:

Essential duties for the Emergency Management Planning Coordinator include

Develop and maintain utility-wide preparedness, response, recovery, and mitigation plans. Examples include SPU's Continuity of Operations Plan, SPU's Comprehensive Emergency Management Plan, SPU's Hazard Identification and Vulnerability Analysis, and SPU's Emergency Operations Plan. Provide guidance to emergency planners in other work groups to ensure planning best practices for hazard-specific plans like Winter Weather, Wet Weather, Damage Assessment, Seismic Response, Dam Failure, and others. Manage internal and external planning and project team members in order to ensure consistent, useable and effective plans. Assists in the identification of and application for grant products and programs. Lead the development and update of workplans, specific to the SPU Emergency Management Team, including the 1 year and 5 year strategic workplans and contributions to utilitywide strategic business planning products. Understands and applies best practices and guidance from the National Incident Management System to planning processes and products. Ensure that plans are operational according to SPU's Incident Management Concept of Operations and identify plan components like delegation of authority, implementation of command through the Incident Command System, and Safety and Accountability measures. Partners with SPU's diverse customers and the Seattle Community to ensure that SPU's Race and Social Justice guiding principles and tools are applied to emergency planning products. As a member of SPU's Emergency Management Team, deliver periodic public and internal preparedness outreach presentations to ensure SPU Staff and community are prepared to respond to the impacts of disaster. Provide rotating coverage of SPU Emergency Management Officer duties to include some nights and weekends, with additional availability during seasonal impacts of wet and winter weather.

Qualifications:

Experience

Three (3) years of experience in planning and research related to emergency management, land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development activities, including

: Leading the development of a significant emergency management planning product like an Emergency Operations Plan, COOP Plan, Comprehensive Emergency Management Plan, Hazard Mitigation Plan, or Hazard-Specific Response Plan Experience in building teams, including leadership sponsorship, for corporate and hazard-specific planning products Community or internal outreach experience in basic emergency preparedness concepts

Education

Bachelor's degree in emergency management, social services, planning, urban design, environmental studies, public administration, or other related discipline.

Required License

At the time of appointment must hold a valid 

Washington State Driver License

and have the ability to travel throughout the jurisdiction, as needed.

Required Certifications

- ICS 100, ICS 200 and NIMS 700 are required at time of hire, ICS 300 and 400 to be completed within 1 year of hire date  

Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

To be successful in this role, a candidate should possess some of the following knowledge/experience and abilities

1 years experience in local government or frontline service delivery of basic services like utilities, public works, public safety, or other critical/lifeline essential services Experience in advocating for historically underserved communities 1 years experience in delivering a high volume of facilitation/presentation events Experience and examples of delivering emergency planning/preparedness presentations to executive/elected officials.
