SUMMARY

Eagle Eye, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking (2) highly qualified Senior Project Managers to work out of our Colorado Springs, Colorado office.  Primarily responsible for the life cycle of their projects, to include, but not limited to, daily management, supervision, coordination and successful completion of construction projects to meet the cost  and contractual objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all major projects.  Typical projects consist of small, medium, and large, complex projects such as schools, health care facilities, office/corporate, aviation, laboratory/research, and federal construction. Typical contract types include Design/Build, Sole Source, and Firm Fixed Price.

ESSENTIAL DUTIES & RESPONSIBILITIES

Lead, supervise, and support/train onsite construction personnel to maintain company standards.

Management of multiple projects simultaneously in both CONUS and OCONUS locations. 

Support and/or develop detailed CSI-based cost estimates in response to RFPs.

Responsible for supervising and/or developing, reviewing, and updating construction schedule, submittal review, subcontractor vetting, procurement, scheduling equipment and material deliveries, management of RFI process, project close-out documentation and coordination, and bid take-off, review and coordination.

Monitors and audits quality control, safety, and production for their construction projects.

Interacts with Operations Management to document and monitor changes in construction procedures.

Reviews drawings to address construction issues and identify potential risk to budget and schedule.

Occasional travel to project jobsites and bid walks will be required.

Tracking self-performed vs. subcontractor work, pricing of labor, equipment, and material costs.

Reviewing and incorporating historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports, job costs system, etc. into unit cost, man-hour, and crew production figures.

Reviewing proposal specifications and drawings, preparing lists of bid items and quantities, and determining scopes of work.

Recommending vendors and subcontractors for various projects, discussing and obtaining appropriate quotations in coordination with the purchasing department.

Interfacing with the owner, internal design/build teams, and subcontractors to provide feedback and cost data regarding project feasibility.

Performing or coordinating detailed quantity takeoffs, assembling direct cost estimates and analyzing alternate construction methods/resources to determine and improve cost effectiveness.

Reviewing design options and/or recommending best solution/alternative based on cost-effectiveness, value engineering or availability of materials.

Tracking project costs and risks as required through review of cost reports and discussions with project and construction management.

Tracking cost changes to projects and ascertaining the proper avenue for incurring the costs.

Coordinating, supervising and auditing work and project documentation of assigned construction personnel to ensure accuracy and completeness.

Reviewing contracts prior to bid to ensure that terms, conditions, exclusions, and qualifications are included in the owner's contract and in compliance with original proposal.

Reviewing all change orders, subcontracts, and other pertinent/crucial project documentation for compliance, coverage, and risk mitigation. 

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

Minimum 10 years of experience working in the construction industry, with a minimum of 5 years in a supervisory role.

Experience and in-depth understanding of federal contracting, regulations, and requirements.  Must be able to apply all to Design/Build, FFP, and Sole Source contracts. 

Experience with OSHA and other regulatory requirements and industry standard.

Experience in developing and/or auditing detailed CSI-based cost estimates.

Experience directing, training, and motivating field personnel.

Experience in a strong business, construction management, and delivery methodologies background.

Must be able to obtain military base passes and be able to operate motor vehicles on military installation.

Knowledge, Skills, Abilities, and Other Characteristics

Ability to produce and/or confirm and review accurate take-offs and estimates from conceptual and schematic drawings.

Ability to assess site exposures/construction risks and be able to appropriately analyze cost and reflect these in an estimate.

Ability to identify risk related to change in proposed scope, and take appropriate action to mitigate. 

Ability to identify constructability issues through the estimating process.

Ability to identify value-engineering alternatives.

Prior advanced cost proposal and work breakdown development experience.

Proficiency in MS Excel, MS Word.

Ability to write, review and or edit cost narratives as required.

Must be task oriented, self-motivated and the inherent ability to multitask, work under pressure, meet deadlines and work as team member as well as a team lead.

Preferred

College degree in a related field or equivalent experience

Experience managing federal government construction

Experience managing projects in occupied environments, specifically healthcare

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

Supervises multiple direct reports.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
