This recruitment is being conducted to fill a vacancy for the County Counsel Office and to establish an eligibility list to fill future full-time and part-time vacancies throughout Stanislaus County.

Stanislaus County is located in Central California within 90 minutes of the San Francisco Bay Area, the Silicon Valley, Sacramento, the Sierra Nevada Mountains and California's Central Coast. With an estimated 538,388 people calling this area home, the community reflects a region rich in diversity with a strong sense of community. Two of California's major north-south transportation routes (Interstate 5 and Highway 99) intersect the area and the County has quickly become one of the dominant logistics center locations on the west coast.

The County is home to a vibrant arts community with the world-class Gallo Center for the Arts, a symphony orchestra, and abundant visual and performing arts. Stanislaus County is a global center for agribusiness, positioned by its mild Mediterranean climate, rich soils and progressive farming practices.

The area is recognized internationally for agricultural innovation with wine, almonds, poultry, milk, cattle, and walnuts being some of the features industries. The County is also home to Stanislaus State University, Modesto Junior College and benefits from satellite locations of other high quality educational institutions. The County was established in 1854 and has a total land area of 1,515 square miles. Temperatures range from an average low of 38 degrees Fahrenheit in the winter, to an average high of 85 degrees in the summer.


The County Counsel Office serves as chief legal counsel for the Board of Supervisors, all County offices, departments and commissions. The Office is responsible for providing legal advice and written opinions on matters that impact the operation of County government jurisdictions. The County Counsel's Office also represents the County in litigation and preparation of agreements, contracts, resolutions and ordinances for the Board of Supervisors.

The Office regularly handles personnel matters, election matters, bond issues, trial and appellate litigation concerning child welfare practice, public social services, condemnation proceedings, Public Administrator matters, public guardianship and conservatorship matters, and tax cases, as well as keeping current with all Attorney General Office opinions, case decisions and legislative changes impacting the County.


General Legal Services Attorney

The General Legal Services section of the office provides legal advice to the Board of Supervisors, the County Executive, and various County departments and agencies. General Legal Services attorneys research and analyze many areas of law, craft ordinances and policies, negotiate contracts, comment on legislation, and, most of all, solve problems for the County departments and officials they advise. Attorneys in this section are on the front lines of providing advice on programs of significant importance to the County's Board of Supervisors and the broader community. The section's practice is grounded in various areas of public law, including the Brown Act, the Public Records Act, and the Political Reform Act.


The specific duties depend on the experience and qualifications of the individual.



Perform highly complex legal research work;

Analyze and apply legal principles and precedents to legal problems;

Present statement of fact, law, and arguments clearly and logically;

Draft ordinances, resolutions, and regulations;

Propose legislative measures; and

Travel to local, State and Federal Courts.


Legal principles and their application;

Legal research methods;

Principles of administrative and public law; and

Duties, powers, limitations, and authority of the County Counsel's Office.


Deputy County Counsel II

Any combination of training and experience that would provide the opportunity to acquire the knowledge and abilities listed above.

Deputy County Counsel III

Three (3) years of experience as a Deputy County Counsel or the equivalent legal experience in public or private services; AND

Additional experience is needed in at least one (1) of the following areas: public, civil, labor and employment, or contract law.

Deputy County Counsel IV

Four (4) years of experience as a Deputy County Counsel or the equivalent legal experience in public or private services; AND

Additional experience is needed in at least one (1) of the following areas: public, civil, labor and employment, or contract law.

Deputy County Counsel V

Five (5) years of experience as a Deputy County Counsel or the equivalent legal experience in public or private services; AND

Additional experience is needed in at least one (1) of the following areas: public, civil, labor and employment, or contract law.

Possession of an active, valid membership in the California State Bar is evidence of sufficient education for this classification.


The individual selected must be an active member of the California State Bar at the time of appointment. The Bar membership must be listed at the appropriate section on the application form; and

Applicants must possess and maintain a valid California Driver's License and remain free from repeated preventable accidents

General Legal Services Attorney

Experience in one or more of the following specialized areas of law: public works and construction, land use, public contracting, finance, property taxation, elections, transportation (including roads and airports), affordable housing, land use development, real property, the California Environmental Quality Act (CEQA), tax and finance, ethics and conflicts of interest.



Unless otherwise provided, this position is part of the Unclassified Service of the County and considered "at will" for labor relations purposes.

Incumbents are also subject to overtime, standby, callback, weekend, holiday and shift assignments. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.
