Description SUMMARY The United States Coast Guard (USCG) AviationLogistics Center (ALC), Long Range Surveillance (LRS) Product Line Division(PLD), has a need to establish continued support for Progressive StructuralInspection (PSI) and Depot Level Maintenance (DLM) of C-130H and C- 130Jaircraft. ESSENTIAL DUTIES AND RESPONSIBILITIES The C-130 Quality Assurance Manager must meetall qualifications and demonstrate experience performing the following work: This individual will be responsible forconducting inspections of both completed and on\u00ad going depot-level aircraftmaintenance and modifications to aircraft. They must ensure compliance with allapplicable standards, specifications and quality requirements\/standards. Theymust have expertise in inspection procedures and have experience working inMIL-Q- 9858 and IS0-9110 environments. This individual shall have expertise in theinspection procedures and have experience working in environments where qualitysystems were implemented per International Standards Organization (ISO),American National Standards Institute (ANSl)\/American Society for Quality(ASQ), or a comparable higher-level non-Governmental quality system.Thisindividual shall be able to interpret technical drawings and schematics, beskilled in the use of precision measuring equipment, and knowledgeable inaviation and avionics terminology. Additionally, this person shall understandoperation of fuel Lower Explosive Limit (LEL) monitors, borescopes, Zyglo NDIkits, weight\/balance scales, micrometers and manometer, various gages and otherrelated equipment. Knowledge of Lean and Six Sigma is preferred. SUPERVISORY RESPONSIBILITIES Carries out supervisory responsibilities inaccordance with the organizations policies and applicable laws.Responsibilities include interviewing, hiring, and training employees;planning, assigning, and directing work; appraising performance; rewarding anddisciplining employees; addressing complaints and resolving problems. Qualifications QUALIFICATIONS Possess knowledge of basic computer skillssufficient to use Government computer system to access various technicalreferences for airframe repairs and Government training requirements. Comply with work order timekeeping systemprocedures. Maintain situational awareness, staycognitive-focused, and mitigate risks. Comply with processes and procedures as perDHS\/DOD documents and publications. Complete required training as stated by Federalregulations, State regulations, and requirements in accordance with the GFRDCMA INST 8210.l(series)\/ COMDTINST M13020.3(series) for the job\/processesperformed; and have documentation on file for courses completed. Prior to performing industrial work, personnelmust be trained in USCG ALC environmental policies and procedures. As aminimum, personnel shall be trained in the requirements of ALC Instructions5224.20 (series) Waste and Recycling Management, 5224.21 (series) HazardousMaterials Management and 5224.22 (series) Spill Prevention and EmergencyResponse. Personnel shall follow all ALC Standard Operating Procedures thatinclude environmental compliance requirements. Guidance posters and charts arelocated throughout the facility and should be followed, as applicable. 40 CFR 273.36 requires that ALL (industrial,office, etc.) employees be familiar with the facility' s Universal Waste (UW)(batteries and lamps) procedures and emergency response. For convenience, atraining presentation for UW Management at USCG ALC is available on the ALCportal or from the ALC Environmental Management Representative. 40 CFR 112.7 requires that all employees thathandle fuels be trained in the site-specific Spill Prevention, Control andCountermeasures (SPCCP) plan. Required training and site\u00ad specific trainingmaterials are provided by Base Elizabeth City. Facilities Response Plan (FRP)Training is also provided. In addition, CGTO PG-85-00-170 USCG FuelHandling Procedures (Aircraft) section 11. B. addresses the trainingrequirements for aviation fuel handlers. EDUCATION \/ EXPERIENCE The Quality Assurance Manager must be a FederalAviation Administration (FAA) Certified Inspector Authorization Mechanic, or apreviously qualified Primary Quality Assurance Technician on C-130 aircraft or aircraftof similar type. Within the last ten years, the QualityAssurance Manager must have seven years of experience with fixed wing aircraftheavy maintenance and possess repair experience on aircraft of similar categoryand class of aircraft as the C-130. PHYSICAL DEMANDS\/WORK ENVIRONMENT Capable of performing tasks that frequentlyrequire: lifting, reaching, bending, walking, pulling, sitting, standing,crouching, stooping, kneeling, and stretching for prolonged periods of time.Must be capable of performing tasks in cramped, awkward, and strained positionsand\/or climbing up and down ladders, work platforms, scaffolding, and aircraftstructures. Must be capable of carrying items up to 40 pounds or, for heavierobjects, must seek assistance of other workers or weight lifting devices. Mustbe capable of wearing cumbersome personal protective equipment for HAZMAToperations. Job :Defense
