Paralegal Specialist
The candidate will serve as representative in contract negotiations for the implementation of collective bargaining agreements; provide advice and counsel to all levels of Department management on compliance of proposed Department policies and procedures with the Collective Bargaining Agreements; and develop and draft Department procedures and policies. Ultimately, the results of the incumbent’s actions affect the effectiveness/efficiency of the Department's operations and the adequacy of its mission. Performs extensive legal research, including search of statutes, regulations, legislative, history, case law and other legal authorities on points of law applicable to particular legal matters. Investigates and becomes thoroughly familiar with subject matter details involved in a grievances and union complaints. Participates, as needed, in meetings and conferences pertaining to the disposition of legal matters and issues. Prepares responses to requests for information, grievance responses, and provides assistance within parameters set by the supervisor. Keeps abreast of pertinent current legal developments including recent decisions issued by authorities such as the D.C. Court of Appeals, Public Employee Relations Board, D.C. Superior Court and the U.S. Supreme Court. Reviews contents of reports and procedural or policy documents to identify potential problems, and to assure consistency with agency policy. Should have 1+ year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. An example of specialized experience is administering applicable personnel rules, policies, and procedures that affect company’s operations. Experience operating in a Union environment is desirable. Must possess and maintain as a condition of employment, a valid Driver's License. Bachelor’s degree preferred.
