Duties: Provides legal counsel to the Greater Cleveland RegionalTransit Authority (“Authority”) focusing primarily on contracts and real estate matters. Within these disciplines, duties include providing legal support, as well as advice and counsel to various departments within the Authority Represents the Authority’s interests in various administrative hearings, and before state and federal administrative agencies. Cross functional work in the areas of employment law and litigation may be required. Prepares legal reports and memoranda, and renders legal opinions on public sector legal issues, including contracting, public records requests, labor and employment matters, ethics and statutory compliance. Performing other duties of a similar nature may be required. Public sector contracting at each phase of the procurement process from pre-solicitation through award. Administration (including drafting and reviewing contracts and other documents), compliance with federal and state regulations, termination and contract closeout. General public construction; real property transactions including acquisition, sale, management and real estate claims; legal assistance in project development, collaboration with other public entities, transit-oriented development, and engineering services. Administrative law including reviewing and drafting Board resolutions and supporting documentation. Handling public records requests and subpoenas. Providing legal assistance regarding personnel and human resources, including representing GCRTA’s interests at administrative and court hearings on these matters. Reviewing various documents required for operation and administration of a political subdivision of the state of Ohio, identifying any legal deficiencies in documents and advising on courses of action.
