Legal Services Supervisor

The candidate will be responsible for supervising Program Associate staff with legal case preparation, review, tracking, hiring, and training. Also acts as a liaison between the City Prosecutor, Trade Boards, and staff to facilitate prosecution/board action relative to the Revised Code of the Consolidated City of Indianapolis - Marion County. Also perform team leadership duties within the Nuisance Abatement Bureau, act as alternate in the absence of the Manager, and duties associated with other related projects as directed by management. Supervises Program Associates in legal case preparation. Creates and delegates Program Associates daily rotating work duties, productivity standards, training material and schedule, delegating special projects, and assigning hearing shift schedules. Drafts and posts monthly hearing schedules. Process all Lien Reductions, Revisions, Refunds Trains new and existing staff members on information related to hearing procedures and legal case compilation.Coordinates and attends all administrative hearings as court support staff. Performs routine reports and data pulls to identify process improvement opportunities within the case management system and overall program policies. Ensures that citizen complaints and issues are addressed by conducting legal research into properties and liens placed on properties. Reviews legal cases for quality, compliance and uniformity for prosecution. Serves as a liaison between the Prosecutor, Trade Boards, and Department staff on all matters pertaining to case management. Conducts coordination meetings pertaining to legal cases between the Department of Business and Neighborhood Services and internal and external agencies to resolve problems relating to such areas as inspections, enforcement, or ordinance interpretation. Performs technical legal research, interpretation, and writings in support of department enforcement matters. Prepares a variety of legal forms and documents, as well as correspondence and reports. Drafts legal documentation in case preparation. Creates, analyzes, and updates performance reports and special projects pertaining to legal cases. Observes and solves operational and technical policies and procedures. Organizes litigation files, evidence, and documents for effective analysis and presentation. Investigates, collects and compiles a wide variety of materials, documents, reports and evidence. Analyzes and interprets applicable codes, laws, ordinances and statutes. Confers with staff regarding evidence, facts, and case preparation. Coordinates attendance with staff and Corporation Counsel for testimony and depositions. Conducts or participates in training of technical legal oversight to inspectors and other related staff, and to internal and external agencies relative to department case matters and process. Responds to inquiries and provides information as appropriate to the public, other City departments, other public agencies, and outside counsel regarding cases or legal matters addressed within the department.Coordinate and advocate at Environmental Hearings and direct oversight of the Environmental Compliance Agreements. Testifies in court as required. Negotiates compliance matters on behalf of management prior to referral for prosecution as needed. Fosters positive working relationships with co-workers, other City employees and the public using principles of good customer service. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless legal case review. Responsible for all active case files maintained within the department and is responsible for archiving files within the department after closing case action.
