About This Role:

The Sr. Program Manager manages the activities of assigned programs to ensure

technical, cost and scheduling aspects are consistent with program milestones.  The Sr. Program Manager supports the SSC

Program Director’s outward focus to the customer and Textron’s internal

management with an inward focus on the TMLS SSC team and the execution of

on-time, on-budget, high quality program performance.

Responsibilities: Manage the technical, financial, contractual and schedule performance for assigned programs

and projectsWorks to ensure functional organizations execute to the program’s scope of work,

budget and schedule in a timely manner.In coordination with Manufacturing, anticipate, plan and implement actions necessary to reduce manufacturing costs, ensure manufacturing

quality, and adhere to schedule. Monitor and periodically report on cost, schedule and status of manufacturing

improvement projects and recommend/implement corrective actions as required.In coordination with Supply Chain Management, anticipate,

plan and implement actions necessary to ensure product quality, cost/budgets,

schedules, technical and contractual performance by subcontractors. Monitor and periodically report on cost, schedule and technical status of projects and

recommend/implement corrective actions as required. Establish effective communications with subcontractors to

assure their understanding of key issues, risks, objectives and milestones of

the program. Participate in subcontractor program reviews as

necessary.   Coordinate technical review of supplier proposalsLead/Manage the financial (EVMS) and schedule activities including monthly reports,

presentations and CDRLs, headcount activities, critical path monitoring and the

Quarterly EAC process.CAM or Super-CAM for program management control accounts.Ensures cost control and cost reduction programs are established and/or maintained and

contract commitments are met.Maintain involvement in all aspects of the capture effort for early problem/issue

identification, recommend and/or seek resolutions for overall team effectiveness.  Lead/Manage the program risk management.Lead/Manage the program team response to audits including Joint Surveillance audits,

Quality audits, Security audits, and corporate audits.Conduct and prepare presentation for periodic reviews for management and the customer

which reflect current program status and action plans to resolve variances.Lead efforts to execute company policies and procedures for Pursuit and Capture of

new business opportunities, including all related Gate Reviews, documentation

pricing activities and company approval.Work closely with other Capture Team members to clearly define Customer

Program, technical requirements inclusive of development and/or implementation

of a logical strategy and proposal to capture the opportunity.Lead/coordinate proposals and contract change modification activities with Contract’s

Manager.  Develop requirement’s assignment matrix (RAM) for proposal and ensures BOEs cover

entire scope of work.Manage and adhere to project and contractual milestones including budgets for all

assigned programs and projects.Ability to coach, mentor, and train pipeline.Acting as the Program Director as requested.Manages other Project/Program Managers supporting the SSC program.Performs other job related duties as assigned

by management.

Education:

Bachelor’s degree in

Business, Engineering Sciences or related field.MBA or Master’s

degree in Sciences preferred.PMP Certification a plus.

 

Position Requirements:

Ten (10)

plus years of experience in program management, product development and

production transition in a highly technical environment.Experience

with government contract administration preferred.Excellent

verbal, written and presentation skills.Understanding

of program EVMS/scheduling on large defense programs.Internal/external

stakeholder management at all levels of the organization.Independent,

excellent organizational skills, strong interpersonal and leadership skills.Prior

military experience desirable.Demonstrated

ability to work well with others in responsible positions at various

organizational and functional levels to resolve matters of interrelated

responsibility, while exercising a high degree of tact, objectivity and

diplomacy to obtain program objectives.Continuous

communication flow within the Integrated Product Line Team, functional

departments and division management.Proficient

in use of MS Office and Project software. Must be

able to obtain US Government Secret clearance.
