Senior FERC Attorney
RESPONSIBILITIES: Examine, interpret, and advise on FERC laws, rulings, regulations, orders, standards, and requirements Counsel and advise internal stakeholders on legal regulatory matters related to FERC and State regulatory bodies. Work collaboratively with internal and external counsel, consultants, and business unit staff on project assignments to help identify and mitigate legal risk. Represent company before state and federal agencies. Prepare tariff amendments, contracts, service agreements, testimony, briefs, arguments, pleadings and other legal documents. Identify regulatory or external customer/stakeholder issues, particularly with respect to FERC, and proactively develop positions in order to work with teams (including cross functional teams) to achieve desired results. Provide legal assistance and services to the various functional areas of Tri-State in regulatory matters pertaining to Tri-State’s general business and utility activities. Provide leadership, strategic advice, business counseling, and expertise, particularly with respect to FERC, for internal legal resources and business partners to assist in addressing and solving legal, regulatory, and compliance issues. Review, analyze, and investigate legal implications with respect to business decisions and events. Negotiate, draft and perform legal review or preparation of contracts, agreements, financial and other miscellaneous legal documents ensuring such documents contain legal provisions for the protection of Tri-State’s interests. Advise Senior Vice President/General Counsel and Senior Manager/Assistant General Counsel of all legal and/or federal regulatory conditions that may have an effect on Tri-State’s interests, or that may have a legal impact on overall corporate activities. Ensure outside reporting requirements are met and records are prepared and maintained in compliance with FERC government regulations. Represent Tri-State in FERC and other regulatory proceedings and at various meetings of utility organizations, of committees and of joint participation projects. Provide corporate legal/regulatory support to Tri-State’s subsidiary and associated organizations as needed. Identify areas of legal risk for Tri-State and suggest improvements. Prepare reports and related materials, as required. Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety.
