Deputy General Counsel
Duties: Provide day-to-day legal advice to District administrators, school administrators and school staff in the following areas: state and federal special education regulations, implementation of Individualized Education Programs (IEPs) or 504 plans or ADA accommodation plans, student discipline, homelessness, residency and other student-related legal issues. Advise IEP and Section 504 teams in the development of legally-sound IEPs and 504 plans. Represent the School District in IEP meetings, State-Sponsored Mediation or resolution meetings when an attorney or advocate is present. Represent the School District in due process hearing requests and ISBE state complaints. Work closely with the Director of Diverse Learners and the Diverse Learner administrative team to assess program compliance and develop and implement the Department’s strategic plan, consistent with state and federal laws, the District’s strategic plan and Board policies. Assist the Director of Diverse Learners and other administrators with litigious or difficult cases and staff grievances. Manage and oversee the District’s Title IX and nondiscrimination efforts, in accordance with relevant law and Board Policies. Supervise Complaint Managers in conducting Title IX and discrimination complaint investigations and preparing investigation reports; assist with investigation caseload as needed. Consult with building and District administrators in the investigation of allegations of sexual harassment or discrimination by students; monitor such claims and provide recommendations for training and program or policy improvements. Make presentations to the Board regarding Title IX/Nondiscrimination and other topics as requested. Assist the General Counsel in the development of, and oversee implementation of, District policy and procedures related to special education and civil rights matters, in accordance with State and federal laws and arising out of identified District needs. Provide professional development and legal training to administrators and school staff on an ongoing basis. Assist with staff development projects, as needed, and facilitate various staff meetings or other groups as assigned. Supervise staff within the Office of the General Counsel as requested. Attend regular staff meetings with the Office of the General Counsel and Diverse Learner Department. Attend District Leadership meetings. Perform other duties as assigned by the General Counsel.
