Assistant to the Contract Administrator/Facilities Security Officer
The candidate will monitor government contracting sites for BAAs/RFPs of interest. Analyze BAA/RFP opportunities and provide "bid/no bid" recommendations. Assist in proposal planning, preparation, and submission. Negotiate contract terms and conditions as required. Prepare and disseminate non-disclosure and teaming agreements. Serve as Small Business Liaison Officer (SBLO): responsible for the management and administration of the firm small business subcontracting program - develop, prepare, execute individual subcontracting plans, gather data, monitor performance, and submit reports as required. Perform excluded parties list searches on bidders/subcontractors. Prepare contract briefs and revisions summarizing contractual requirements. Research Federal Acquisition Regulation contract clauses and ensure firm compliance. Prepare contract deliverable charts and track deliverables. Prepare contract modifications. Monitor contractor performance. Prepare and disseminate information to appropriate employees regarding contract status, facilitate contractor meetings. Ensure subcontractors/consultants/vendors are in compliance with legal requirements and government regulations. Assist in preparation, proofreading, submission, and maintaining firm repository of contract reports. Assist in preparation, submission, and maintaining firm repository of Government regulatory reports. Obtain and maintain insurance certificates, and W9 forms for Subcontractors and Consultants. Support procurement activities, in accordance with firm Procurement Policy. Attend seminars, meetings, and classes as requested to remain knowledgeable in all areas of responsibility. Perform contract close-out activities. Maintain and destroy files in accordance with firm and validating employee security clearances; assist in maintaining firm facility clearance; educating and informing firm personnel of security requirements; flowing down security requirements to contractors and vendors. Government contracting experience is strongly desired. Experience in business compliance or legal setting, such as paralegal position, may be helpful if direct contracting experience is not available. Strong sense of responsibility regarding timely and accurate completion of work, and a strong commitment to corporate goals required. Keen attention to detail coupled with strong organizational skills required. Superb analytical skills required. Proficiency with MS Word, Excel, PowerPoint, Acrobat, and Outlook required. Must have excellent communication skills, both written and verbal. Must possess the ability to prioritize and handle multiple projects utilizing organizational skills and communication skills. Must be capable of functioning in a fast-paced, demanding working environment. Must possess the ability to learn new activities, procedures, vocabulary and skills quickly.
