The individual will support the VTC bridging infrastructure for the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS) Operating Divisions. Will provide overall day to day engineering support for a variety of network and video services to support the VTC functions at NIH. Plans, designs, and evaluates various components of the network and video infrastructure at NIH based on analysis and interpretation of the needs of NIH CIT customers. Will use discretion and independent judgment to evaluate, recommend and implement new technologies to support long and short term NIH strategic business capabilities in the area of unified communications. Interacts with industry vendors to formulate and implement VTC configuration policies and standard operating practices and presents the same to NIH Management for distribution throughout the agency. Provides overall engineering support for enterprise network and video services throughout the NIH and its customer constituency to include requirements analysis, design, development, test, configuration, implementation and management. Will utilize expertise to serve as the lead for a team of network engineers/testers and will frequently act as a consultant for NIH CIT Video Services to provide expert advice to NIH management representatives regarding difficult and complex issues on his/her own.
Minimum Qualifications:
Bachelor's degree in related technical discipline and 5 years of network engineering experience in a multimedia environment.
Must have a good understanding of concepts and principles of video conferencing architectures and implementations, switched (ISDN), and packet-based (IP) network video transmission/streaming. Must have at least 5 years of experience installing, programming, testing, troubleshooting and working with leading VTC endpoints and infrastructure to include
Experience with the configuration and operation of VTC Codecs (e.g. Tandberg, Polycom)
Knowledge of the Tandberg Management Suite (TMS) system
Experience using VTC bridge scheduling interfaces
Knowledge of ITU standards (e.g., H.323, H.320, H.225, H.245)
Experience in integrating H.323/SIP/online presence management into enterprise applications
Working with high-definition videoconferencing and Microsoft Server products such as Microsoft Office Communications Server (OCS)/VTC integration.
Previous service desk experience in tier 2/3 VTC environment managing and monitoring multiple scheduled calls and troubleshooting time sensitive VTC/web collaborations issues.
Knowledge of troubleshooting PC, MAC and Linux common desktop problems
Experience provisioning & troubleshooting BRI & PRI facilities, Digital Access Cross-Connect Systems, Fiber multiplexors and 48 volt power plants
Knowledge of third party control systems (e.g., AMX, Crestron)
