POSITION SUMMARY:
This leadership position will plan, organize and direct the maintenance, the operation, the access and the safety and security of the Winnipeg West Campus including the Grace Hospital, Grace Hospice and Access Winnipeg West. This position is responsible to manage within the operating budget and reports directly to the Chief Administrative Officer (CAO). The Director is the primary lead for all design and construction related to capital projects and renovations. This position is responsible for the Power Engineering, Plant Maintenance, Clinical Engineering, Medical Device Reprocessing, Housekeeping, Facility Access and Security cost centres.
QUALIFICATIONS
A bachelor’s degree or equivalent in a related engineering discipline, plus working knowledge of engineering management, engineering systems, and regulatory compliance.
Five (5) years of experience in a management role.
Working knowledge of hospital mechanical and utilities management. Co-generation experience is a plus.
Demonstrated experience developing and managing multi-million dollar operational and capital budgets.
Experience in multi-facility management.
Strong leadership experience with the ability to influence and effectively lead others through periods of transition and change.
Demonstrated ability to develop short and long term objectives and to develop performance metrics to measure progress against the objectives.
Highly organized with excellent communications skills.
ABILITIES & SKILLS:
Ability to perform all duties and responsibilities and to manage the Department, within established policies and approved budgets.
Ability to prepare short and long-term plans and objectives for the Department.
Ability to purchase capital equipment as outlined in Administrative Policies.
Ability to recommend alterations in the organization structure or staffing of the Departments within approved Hospital organization procedures and overall Hospital policies.
DUTIES AND RESPONSIBILITIES:
Plans and coordinates the maintenance and operation of the Facility Management Department which includes:
- the Energy Centre and all utilities
- the maintenance of campus buildings, grounds, machinery and equipment
- the housekeeping of campus buildings
- the facility access of the campus buildings and parking lots
- the safety and security of the campus buildings and grounds
Directly supervises the Manager of Facility Management, Manager of Housekeeping, Manager of Medical Device Reprocessing, Administrative Assistants and Security Contractors.
Prepares short and long-term objectives for the Facility Management Department.
Develops Departmental policies and procedures, and implements them with the approval of the Winnipeg West Executive.
Keeps up to date on equipment and program developments, and recommends the installation of new or improved equipment or changes in policies and procedures in order to increase efficiency and safety of the Facility Management operation.
Prepares the annual Departmental budget, and regularly checks actual performance against this budget.
Primary site lead for all design and construction related to capital projects and renovations.
Monitors the cost of maintenance of the Facility Management and utilities in consultation with the Manager of Finance and reports on any significant variances to the approved budget.Maintains the site’s 10-year plan for Safety and Security infrastructure requirements.
Produces the annual submission for Safety & Security funding requests on behalf of Senior Management.
Evaluates and approves requests for the purchase of capital budget equipment with estimated installation costs, maintenance factors, specifications regarding voltage, safety, etc.
Acts as a resource to other departments in the costing of renovation projects.
Ensures that preventative maintenance schedules are developed, maintained and tracked.
Ensures that all maintenance and repair jobs are effectively supervised, and that buildings, equipment and grounds are regularly inspected. Ensures that recommendations are made for repair, replacement and modification.
Ensures that all fire and safety regulations are observed, and that installation and repair work meets inspection standards.
Determines Departmental staff requirements. Adjusts staff distribution in accordance with changing workload needs.
Plans and directs the selection, training and development of staff members.
Evaluates staff members in accordance with Hospital policy.
Attends meetings and serves as an active member of various committees.
Assumes responsibility for the Department’s Continuous Quality Improvement activities/programs.
Maintains current positions descriptions in consultation with Human Resource Services.
Performs other related duties as required.
